ESDM Minister Finalizes Integrated Data Regulation to Attract More Investors

Investment on Energy and Mineral Resources sector

In a bid to provide database for investors on potentials of Indonesia’s energy and mineral resources sector, Ministry of Energy and Mineral Resources has finalized regulation on National Data Repository (NDR) management on energy and mineral sector through an integrated and comprehensive system.

The regulation is stipulated under Decree of the Minister of Energy and Mineral Resources Number 6 K/03/MEM/2020 on the Management of National Data Repository (NDR) on Energy and Mineral Resources and the Implementation of Data Provider Duties at the Ministry of Energy and Mineral Resources.

“We want to attract more investors to do business on energy and mineral sectors in Indonesia,” Head of the Ministry’s Communication, Public Information Services and Cooperation Division Agung Pribadi said in Jakarta, Saturday (26/1).

Therefore, Agung added, Minister of Energy and Mineral Resources assigned the Ministry’s Centre for Data and Information (Pusdatin) as a data provider and administrator of the NDR for all sectors within energy and mineral resources scope. “One of the duties is collecting data and verifying the data submitted by the Data Producer whether it complies with Satu Data Indonesia (an integrated data-management service),” he said.

Pusdatin will also design NDR governance on energy and mineral resources sector, coordinate the implementation of NDR management, as well as monitor and evaluate the implementation of satu data (integrated data). Afterward, Pusdatin will disseminate data, metadata, reference code, and master data on Satu Data Indonesia website, and assist Data Fosterer in fostering Data Producer.

The Data Producer intended in this Decree consists of organizational units at the Ministry of Energy and Mineral Resources, the Downstream Oil and Gas Regulatory Agency (BPH Migas), the Upstream Oil and Gas Regulatory Special Task Force (SKK Migas), and Upstream Oil and Gas Regulator (BP Migas) Aceh in accordance with provision of laws and regulations. “The aforementioned units must update their data to be submitted to the Pusdatin,” Agung explained.

Data Producer must comply with Satu Data Indonesia principle and quantity assurance in producing data. It is aimed to improve information accountability of an economic content, to provide data transparency through internal control mechanism and data verification and validation based on national standardization. “Data which has not passed the quantity assurance cannot be input into NDR on energy and mineral resources sector,” Agung stated.

In carrying out its task, Data Provider and Administrator of NDR on energy and mineral resources sector shall coordinate with related ministries/institutions and business entities/ permanent establishments of energy and mineral resources sector.

The Decree also regulates that the dissemination of data, reference code, and master data on Satu Data Indonesia website can only be made by Data Provider and Administrator of NDR on energy and mineral resources sector, except information about service and / or cooperation with other parties.
