Gov’t Allocates Rp492.555 Trillion for Education Sector in 2019 Budget

Pendidikan-Global-300x225The administration of President Joko “Jokowi” Widodo and Vice President Jusuf Kalla shows their seriousness to shift development focus from infrastructure to human capital as it allocates Rp492.555 trillion for education sector in the 2019 State Budget.

Appendix 19 of Presidential Regulation Number 129 of 2018 on the Details of the 2019 State Budget signed by President Jokowi on 29 November 2018 states that the budget includes the Research Endowment Fund of Rp99 billion.

“The form, scheme, and scope of research fields that may be funded using the Endowment Fund are regulated by Regulation of Minister of Finance,” Article 6 Paragraph (3) of the Presidential Regulation states.

Budget allocation for education funds amounting to Rp492.555 trillion consists of: a. Education Budget through Central Government Expenditures of Rp163.089 trillion; b. Education Budget through Regional Transfers and Village Funds of Rp308.375 trillion; and c. Education Budget through Funding of Rp20.990 trillion.

Education Budget through Central Government Expenditures consists of Education Budgets at State Ministries/Institutions of Rp153.726 trillion and Education Budgets at Budget Section of the State General Treasurer (BA BUN) of Rp9.363 trillion.

Education Budget for Ministry of Religious Affairs is Rp51.896 trillion, Ministry of Research, Technology and Higher Education is Rp40.210 trillion, Ministry of Education and Culture is Rp35.993 trillion, Ministry Public Works and Public Housing Rp6.566 trillion, Ministry of Transportation is Rp3.559 trillion, Ministry of Manpower is Rp2.950 trillion, Ministry of Finance is Rp2.711 trillion, and Ministry of Industry is Rp2.323 trillion.

The Education Budget through Regional Transfers and Village Funds consists of Teacher Allowances of Regional Civil Servant (PNSD) of Rp56.867 trillion, School Operational Assistance (BOS) amounting to Rp51.26 trillion, Implementation Operational Assistance (BOP) for Early Childhood Education Center (PAUD)  amounting to Rp4.475 trillion, Special Allowances for PNSD Teachers in special regions of Rp2.306 trillion, and in Special Autonomy (Otsus) of Rp5.014 trillion.

Meanwhile, Education Budget through Funding amount to Rp20.999 trillion, consisting of the National Education Development Fund of Rp20 trillion and the Research Endowment Fund of Rp99 billion.

“This Presidential Regulation shall apply from the date of its promulgation,” reads Article 12 of Presidential Regulation Number 129 of 2018 promulgated by Minister of Law and Human Rights Yasonna H. Laoly on 30 November 2018. (Center for Data and Information of Cabinet Secretariat/ES)
