Gov’t Completes Incentive Payment for Volunteers at Kemayoran Athletes Village

Ministry of Health, on 6-10 May 2021, has completed incentive payment of December 2020 for 1,613 volunteers working at COVID-19 Emergency Hospital in Kemayoran Athletes Village amounting to Rp11.8 billion.

For this year’s incentive payment, Ministry of Health has transferred the incentive for January to March period to health workers’ respective bank accounts, while the incentive for April is still in the process of submitting the payment order (SPM).

“The COVID-19 Emergency Hospital in Kemayoran Athletes Village has submitted the documents for incentive  from January to March period on time. The payment is transferred directly to health workers’ bank accounts,” Head of the Human Resource Agency for Health Workers of Ministry of Health Kirana Pritasari said as quoted from Ministry of Health’s website, Wednesday (12/5).

In addition to arrears incentives for volunteers, Kirana said, Ministry of Health is also speeding up the payment of incentive in 2020 to all health workers in healthcare facilities, which is also the responsibility of the Ministry.

“We still have the responsibility to submit data of Rp382 billion to be reviewed by the Development Finance Comptroller (BPKP). Some of the data has been processed by the BPKP. We hope it will approve the data within 1-2 days after the holiday so that we can process the payment,” she said.

Through the new system, the incentive payments are targeted to complete within one week after the Eid holiday.

On that occasion, Kirana said that the accuracy of the data will greatly determine the speed of incentive payments, considering that any differences in data from the previous year will make the payment process takes more time because it needs to be re-verified.

“Ministry of Health continues to monitor the opening of volunteers’ new accounts,” she added.

In the future, the incentive payment process will be carried out regularly every month. Healthcare facilities are asked to submit proposals on time so that the amount to be input in the application will not pile up.

“Don’t delay the incentive for May-June to be submitted in July. If possible, the incentive for June is submitted in May, and the incentive for July is submitted in June. Therefore, we can pay the incentive regularly. Do not wait for several months and then submit the proposal after,” she said.

Kirana also said that the opening of new accounts has not fully completed because the process takes time to be validated.

At the end of her statement, Kirana emphasized that referring to the changes in system in 2021, the incentive payments must be made to health workers’ bank accounts, not through healthcare facilities in order to prevent malfeasance, late payment, and as a form of government transparency.

In the meantime, Yogaditya, a nurse who serves as a volunteer at the Athletes Village since the beginning of the hospital’s operation, confirmed that the incentive arrears in 2020 has been disbursed as of 10 May 2021, including the incentive phase 1 for January-April 2021 period.
