Gov’t Continues to Prepare Relocation of State Apparatus to IKN

Minister for State Apparatus Empowerment and Bureaucratic Reform (PANRB) Abdullah Azwar Anas stated that his Ministry continues to finalize several scenarios for relocating state apparatus to the Nusantara Capital (IKN).

This is to ensure that the Government’s performance continues to be productive when it moves to the new capital.

“Today we are following up on President Joko “Jokowi’ Widodo’s directive last week. He ordered Ministry of PANRB to coordinate a comprehensive scenario of state apparatus transfer in short, medium and long terms. We are preparing several scenarios, starting from ideal scenarios to gradual scenarios, said Anas in his written statement, Monday (01/22).

In creating an ideal scenario regarding the transfer of state apparatus, the Ministry continues to map the number of state apparatus who will move to Nusantara. According to Anas, the dynamics related to the transfer continue to develop, adapting to the capacity in the IKN and the number of residencies that will be ready to be occupied later.

He went on to say that to prepare the scenario, his Ministry does not work alone. In parallel, the scenario was prepared jointly with the Nusantara Capital Authority, Ministry of Public Works and Public Housing, Ministry of National Development Planning/the National Development Planning Agency, Ministry of State Secretariat, Ministry of Home Affairs and Ministry of Finance. Apart from that, coordination is also carried out with defense and security elements involving Ministry of Defense, the National Defense Forces (TNI) and the National Police (Polri).

Anas emphasized that his Ministry will also intensify coordination with various ministries and institutions regarding data mapping of the number of state apparatus who will move from each agency. Moreover, the PANRB Ministry was also asked to prepare the exact number of state apparatus to be relocated to the IKN from each ministry and institution. They will be selected from existing apparatus, also newly recruited state apparatus.

According to Anas, in proposing requirements for the 2024 State Apparatus Selection, it is necessary to prepare special formations that are prepared to work directly at Nusantara Capital; not only from the Nusantara Capital Authority, but also from all elements of the Central Government who will move to the new capital according to the stages.

Furthermore, PANRB Ministry must also prepare scenarios so that government functions can run optimally.

“We are coordinating with the ministries/institutions and how much is actually needed for great talents who will be selected to be directly work at Nusantara Capital,” he added.

Other than related to human resources, the PANRB Ministry was also tasked with preparing the governance that will be carried out at the new capital. Anas said that an integrated electronic-based government system must also be ready to be implemented at Nusantara Capital.

“The digital transformation of government, especially the State Apparatus Services portal, must be ready so that the state apparatus transfer scenario and the government governance system can run simultaneously and are integrated with each other. This is in line with the preparation of government technology (GovTech) which we are also preparing,” said Anas.

To support effective governance in Nusantara Capital, continued Anas, good implementation of electronic-based government system and several supporting facilities are needed. These include data and information interconnection, application and information technology interoperability, as well as system standards and information security.
