Gov’t Establishes Team to Accelerate Civil Registration

President Joko “Jokowi” Widodo on 27 September, 2019 signed Presidential Regulation Number 62 of 2019 on National Strategy for Acceleration of Civil Registration for Development of Vital Statistics (Stranas APKSH).

The Regulation aims to facilitate public access to civil documents through the acceleration of Civil Registration and the development of Vital Statistics, which is embodied in the National Strategy for the Acceleration of Civil Registration for Development of Vital Statistics.

The National Strategy for Acceleration of Civil Registration for Development of Vital Statistics, according to the Regulation, contains 5 (five) strategies as follows:

  1. expanding range of services for Population Registration and Civil Registration for all Indonesian Residents and Citizens abroad;
  2. increasing awareness and participation of all Indonesian Residents and Citizens abroad in recording population and life cycle events;
  3. accelerating ownership of Civil Documents for vulnerable people and special groups;
  4. developing and improving the availability of accurate, complete, and timely Vital Statistics for development planning and implementation; and
  5. strengthening coordination, collaboration, and synchronization between ministries/agencies, provincial governments, regency/municipality governments, and stakeholders in the Population Registration and Civil Registration service as well as the development of Vital Statistics.

“The Acceleration of Civil Registration for Development of Vital Statistics shall be implemented until 2024,” article 2 paragraph (3) of the Regulation reads.

The objectives of the National Strategy for Acceleration of Civil Registration for Development of Vital Statistics are: a. to accelerate Population Registration, Civil Registration, and develop continuous, universal, and inclusive Vital Statistics; b. provide complete and up to date Civil Documents for all Indonesian Residents and Citizens abroad; and c. provide accurate, complete, and timely vital statistics.

In the framework of implementing the National Strategy for Acceleration of Civil Registration for Development of Vital Statistics, a National Team for the National Strategy is established.

The composition of the Team consists of: Supervisor: Coordinating Minister for Human Development and Culture; Chairperson: Minister of National Development Planning/Head of the National Development Planning Agency (Bappenas).

Deputy Chairperson: Minister of Home Affairs.

Members: 1. Minister of Foreign Affairs; 2. Minister of Finance; 3. Minister of Law and Human Rights; 4. Minister of Manpower; 5. Minister of Villages, Development of Underdeveloped Regions, and Transmigration; 6. Minister of Health; 7. Minister of Education and Culture; 8. Minister of Research, Technology, and Higher Education; 9. Minister of State Apparatus and Bureaucratic Reforms; 10. Minister of Social Affairs; 11. Minister of Religious Affairs; 12. Minister of Communication and Informatics; 13. Minister of Women’s Empowerment and Child Protection; and 14. Head of the Central Statistics Agency.

The Team has the following tasks: a. coordinate the formulation of policies on National Strategy for Acceleration of Civil Registration for Development of Vital Statistics; b. implement the National Strategy for Acceleration of Civil Registration for Development of Vital Statistics in accordance with their respective duties and functions; c. formulate measures to resolve problems and obstacles in implementing the National Strategy for Acceleration of Civil Registration for Development of Vital Statistics; d. coordinate the monitoring and evaluation of the implementation of the National Strategy for Acceleration of Civil Registration for Development of Vital Statistics; and e. compile reports on the implementation of the National Strategy for Acceleration of Civil Registration for Development of Vital Statistics.

The Chairperson, according to the Regulation, coordinates the implementation of the National Strategy for Acceleration of Civil Registration for Development of Vital Statistics in the ministries/agencies, the provincial government, and the regency/municipality government.

“The Team of the National Strategy for Acceleration of Civil Registration for Development of Vital Statistics involves state institutions that have responsibility on population administration, ministries/agencies, provincial governments, relevant regencies and regional governments and stakeholders in accordance with laws and regulations,” article 5 of the Presidential Regulation states.

The Regulation also stipulates that ministries/agencies, provincial governments, and regency/municipality governments should monitor, evaluate, and report on the implementation of the National Strategy for Acceleration of Civil Registration for Development of Vital Statistics in accordance with laws and regulations regarding control and evaluation of development planning.

“Evaluation and reporting on the implementation of the National Strategy for Acceleration of Civil Registration for Development of Vital Statistics are carried out at least once a year,” article 6 of the Regulation reads.

Furthermore, based on the results of the aforementioned coordination, the Team shall submit a report on the implementation of the National Strategy for Acceleration of Civil Registration for Development of Vital Statistics to the President 1 (once) in a year or at any time if necessary.

“The Presidential Regulation shall apply as of the date of its promulgation,” article 8 of the Presidential Regulation reads. The Regulation was promulgated by Minister of Law and Human Rights Yasonna H. Laoly on 27 September, 2019. (Pusdatin / ES)
