Gov’t Expects to Launch ‘Online Single Submission’ This Month

Coordinating Minister for the Economy, Darmin Nasution, said that Government Ministries / Institutions and Regional Government are ready to implement an integrated licensing system through Online Single Submission (OSS), which is expected to be launched this month.

According to Darmin, Online Single Submission has 3 stages. The first stage is to establish task force in every Government Ministry / Institution, and Regional Government.

Speaking to Journalists after the Plenary Cabinet Meeting at the State Palace, Jakarta, Wednesday (16/5), Darmin said that there are some institutions that have not established the task force, but most of them (almost 90%) have. Darmin added that the government has also trained human resources to run the OSS.

The second stage, according to Darmin, is reform. The Minister said that all ministries and institutions have simplified the licensing process.

Darmin stated that once investors bring notary deed to One Stop Integrated Service (PTSP) at Investment Coordinating Board (BKPM) or at Regional Government, they will get all the following basic licenses: 1. Deed of Establishment (Cooperative, Limited Liability Company, Commanditaire Vennootschap, Firm, or Individual Entity) authorized by the system in Ministry of Law and Human Rights; 2. Registration number in the forms of barcode connected to the mobile phone. The barcode will become single identity during operation of the business entity in Indonesia.

“After the company confirms that it will register for environmental impact assessment (AMDAL) and building permit (IMB), the business license will be issued. The company must meet Indonesian National Standard (SNI) for certain products and get license from the health ministry for medicinal products. After finishing all the procedures, the company will get operational license. The company then can purchase land, and process the IMB and AMDAL. After the issuance of IMB and AMDAL, the company can start running its business,” Darmin explained.

Darmin expressed his hope that the task force in Ministries / Institutions and Regional Government can provide solutions to solve the problems in implementing the system. Thus, according to Darmin, the investors can process the license through OSS only and the investment can be accelerated.

With all the readiness, Darmin Nasution expressed his optimism that integrated licensing system through Online Single Submission can be launched this month.

Darmin further said that the President asked about the readiness of human resources of BKPM to implement the OSS, but the Head of BKPM did not come to the meeting. Darmin added that when the human resources are ready, OSS will be launched. (MAY/FID/RAH/OJI/ES) (RI/MMB/Naster)
