Gov’t Issues Circular on State Apparatus New Work System During PPKM

Minister of State Apparatus Empowerment and Bureaucratic Reform Tjahjo Kumolo had announced state apparatus new working system through Circular Number 01 of 2022 on the Third Amendment to Circular Number 23 of 2021 on Adjustment of Work System of State Civil Apparatus (ASN) during Public Activity Restriction (PPKM) in the Coronavirus Disease 2019 Pandemic.

Provisions on the Circular which signed on 5 January 2022 are based on President Joko “Jokowi” Widodo’s directives, policies on PPKM, and the latest development of COVID-19 transmission cases in Indonesia.

The provisions are, among others:

1. Government institutions in non-essential sectors in Java and Bali islands implementing:
   1. PPKM Level 1 must apply work from office (WFO) by 75 percent,
   2. PPKM Level 2 must apply WFO by 50 percent,
   3. PPKM Level 3 must apply WFO by 25 percent,
   4. PPKM Level 4 must apply work from home (WFH) by 100 percent.
2. Government institutions in non-essential sectors outside Java and Bali islands implementing:
   1. PPKM Level 1 must apply WFO by 75 percent,
   2. PPKM Level 2 must apply WFO by 50 percent,
   3. PPKM Level 3 must apply WFO at a maximum capacity of 50 percent. If a COVID-19 cluster is found, the office will be closed for five days.
   4. PPKM Level 4 must apply WFO by 25 percent. If a COVID-19 cluster is found, the office will be closed for five days.
3. Government institutions in essential sectors in Java and Bali islands implementing:
   1. PPKM Level 1 must apply WFO at a maximum capacity of 100 percent,
   2. PPKM Level 2 must apply WFO at a maximum capacity of 75 percent,
   3. PPKM Level 3 and Level 4 must apply WFO at a maximum capacity of 50 percent.
4. Government institutions in essential sectors outside Java and Bali islands implementing:
   1. PPKM Level 1 and Level 2 must apply WFO at a maximum capacity of 100 percent,
   2. PPKM Level 3 must apply WFO at a maximum capacity of 100 percent,
   3. PPKM Level 4 must apply WFO at a maximum capacity of 50 percent.
5. Government institutions in critical sectors in Java and Bali islands implementing PPKM Level 1, 2, 3, and 4 must apply WFO at a maximum capacity of 100 percent.
6. Government institutions in critical sectors outside Java and Bali islands implementing PPKM Level 4 must apply WFO at a maximum capacity of 100 percent.

At the time this circular comes into force, the Circular of Minister of State Apparatus Empowerment and Bureaucratic Reform Number 25 of 2021 is still valid and become an integral part of Circular Number 01 of 2022. (Ministry of State Apparatus Empowerment and Bureaucratic Reform PR) (RAS/MMB)
