Gov’t Issues Circular on Work System Adjustment for State Civil Apparatus in ‘New Normal’

Minister of State Apparatus Empowerment and Bureaucratic Reform Tjahjo Kumolo on Friday (29/5) issued Circular Number 58 of 2020 on the Work System of State Civil Apparatus in the ‘New Normal’ order amid the COVID-19 outbreak.

According to the circular, health and safety of state civil apparatus remain a priority when they perform their duties and functions by implementing the health protocol in daily activities.

The circular also covers provisions on adjustment of the work system, human resources support, and infrastructure support by taking into account the health protocol with the following points of note:

First, adjustment of work system

State civil apparatus attends and complies with the applicable working hours. However, it is necessary to adjust the work system by implementing the health protocol in daily activities during the pandemic.

The adjustments of the work system can be implemented through flexible working locations, including to conduct Work from Office (WFO) and/or to Work from Home (WFH).

Second, human resources support.

There are several important things in the apparatus human resources management, including performance appraisal which is conducted by the Personnel Supervisor Officer (PPK); monitoring and supervision which is conducted by the Head of the Work Unit; as well as ensuring employee discipline which is conducted by the PPK.

Three, infrastructure support

In adjusting to the new normal order, the PPK is tasked to provide facilities and infrastructure support for state civil apparatus in carrying out official duties with flexible working locations and to ensure the implementation of information technology in the government administration and public services will be carried out by taking into account guidelines for the use of information and communication technology, as well as information security and cybersecurity.

In addition, the PPK should also adjust the workplace in order to prevent and control the spread of COVID-19 in accordance with the Decree of Minister of Health Number HK.01.07 / MENKES / 328/2020 on Guidelines for the Prevention and Control of COVID-19 in offices and factories to support Business Sustainability in Pandemic Situation.

The implementation of the state civil apparatus work system in the ‘new normal’ order is based on the COVID-19 status stipulated by the COVID-19 National Task Force.

Provisions for further implementation regarding the work system adjustments for State Civil Apparatus will be regulated by the PPK in the respective Government agencies.

According to the circular, the PPK is responsible for carrying out and supervising the implementation of Circular of Minister of State Apparatus Empowerment and Bureaucratic Reforms Number 58 of 2020 in each working unit.

In the meantime, head of the government agency evaluates the effectiveness of the implementation and reports it to the Minister of State Apparatus Empowerment and Bureaucratic Reform. (EN)
