Gov’t Issues Instruction on Use of 2021 Village Funds in Micro-Scale PPKM

Minister of Villages, Development of Disadvantaged Regions and Transmigration Abdul Halim Iskandar on 6 February 2021 issued Instruction Number 1 of 2021 on the Use of 2021 Village Funds in the Enforcement of Micro-Scale Restrictions on Community Activity (PPKM) in Villages.

The instruction came following Instruction of Minister of Home Affairs Number 3 of 2021 on the Enforcement of Micro-Scale Restrictions on Community Activity and Establishment of 2019 Corona Virus Disease Management Post at the Village and Sub-District Levels to Control the Spread of Corona Virus Disease 2019.

The new instruction shall apply to village heads in six provinces, including Banten, West Java, Central Java, Yogyakarta, East Java, and Bali.

The Instructions of Minister of Villages, Development of Disadvantaged Areas and Transmigration are as follows.

First, implementing Micro-Scale Restrictions on Community Activity in accordance with the applicable regulations.

Second, ensuring that the 2021 Village Funds can be used for Micro-Scale Restrictions on Community Activity in accordance with the authority of the Village.

Third, making changes to the Village Budget (APBDesa) for the implementation of Micro-Scale Restrictions on Community Activity in the Village.

Furthermore, Village Governments are also ordered to carry out a number of things, as follows.

First, carrying out education and dissemination on the prevention and handling of the COVID-19 pandemic.

Second, fostering discipline of community members in observing 3M’s health protocols (wearing masks, washing hands, and maintaining distance) and limiting mobility or movement of the people.

Third, assisting and supporting the smooth implementation of 3T (testing, tracing and treatment) measures run by Ministry of Health and regional governments.

Fourth, establishing the Village Guard Post or empowering the existing Village Guard Post and preparing a place to wash hands and / or hand sanitizer and spray disinfectant as needed.

Fifth, preparing and / or maintaining village isolation rooms so that at any time it is ready for use when needed.
