Gov’t Issues New Circular on State Apparatus Work System during Pandemic
Ministry of State Apparatus Empowerment and Bureaucratic Reforms has issued a new Circular on work system for state civil apparatus during COVID-19 pandemic.
The new provisions are stipulated in Circular Number 05 of 2022 on the Fourth Amendment to Circular of Minister of State Apparatus Empowerment and Bureaucratic Reforms Number 23 of 2021 on Adjustment of the Work System of State Civil Apparatus during the Enforcement of Activity Restrictions (PPKM) During the Corona Virus Disease 2019 (COVID-19) Pandemic.
The Circular, signed by Minister of State Apparatus Empowerment and Bureaucratic Reforms Tjahjo Kumolo on February 16, 2022, stipulates the following matters:
A. Non-essential Sector Government Offices
- The islands of Java and Bali
– PPKM Level 1: 100 percent of employees work from office.
– PPKM Level 2: 75 percent of employees work from office.
– PPKM Level 3, 50 percent of employees work from office.
– PPKM Level 4, 100 percent of employees work from home.
- Outside the islands of Java and Bali
– PPKM Level 1: 100 percent of employees work from office.
– PPKM Level 2: 75 percent of employees work from office.
– PPKM Level 3: the maximum of 50 percent of employees work from office. In the event that any COVID-19 cluster is found, the office must be closed for five days.
– PPKM Level 4, 25 percent of employees work from office. In the event that any COVID-19 cluster is found, the office must be closed for five days.
B. Essential Sector Government Offices
- The islands of Java and Bali
– PPKM Level 1: the maximum of 100 percent of employees work from office.
– PPKM Level 2: the maximum of 75 percent of employees work from office.
– PPKM Level 3 and level 4: the maximum of 50 percent of employees work from office.
- Outside the islands of Java and Bali
– PPKM Level 1, 2, and 3: the maximum of 100 percent of employees work from office.
– PPKM Level 4, the maximum of 50 percent of employees work from office.
C. Critical Sector Government Offices
- The islands of Java and Bali
– PPKM Level 1, 2, 3, and 4: the maximum of 100 percent of employees work from office.
- Outside the Islands of Java and Bali
PPKM Level 4: the maximum of 100 percent of employees work from office.
Circular of Minister of State Apparatus Empowerment and Bureaucratic Reforms Number 05 of 2022 amends the work system stipulated in the previous Circular’s annex.
Circular of Minister of State Apparatus Empowerment and Bureaucratic Reforms Number 23 of 2021, which has been amended several times, most recently amended by Circular of Minister of State Apparatus Empowerment and Bureaucratic Reforms Number 01 of 2022, is still in effect and constitutes an integral part of Circular of Minister of State Apparatus Empowerment and Bureaucratic Reforms Number 05 of 2022.
