Gov’t Issues Regulation on Galang Island Quarantine Facility

President Joko “Jokowi” Widodo on 31 March 2020 signed Presidential Regulation (Perpres) Number 52 of 2020 on the Development of Observation and Quarantine Facility in Handling COVID-19 or Emerging Infectious Diseases on Galang Island, Batam, Riau Islands Province. In Article 1 of the Regulation, the President instructs the Ministry of Public Works and Public Housing to carry out the construction of the observation and quarantine facility in handling COVID-19 or emerging infectious diseases, along with the infrastructure, facilities and public utilities on Galang Island, Batam, Riau Islands Province.

According to Article 2 of the Regulation, the Ministry of Public Works and Public Housing, the Ministry of Energy and Mineral Resources, the Ministry of Health, and the Ministry of Defense, in implementing the provisions in the Presidential Regulation, should apply the principles of: a. prudence; b. transparency; c. efficiency; d. effectiveness; and e. accountability.

The Ministry of Energy and Mineral Resources, according to the Regulation, should immediately provide electricity for: a. observation and quarantine facility; b. medical equipment and supplies; and c. other supporting facilities in the observation and quarantine facility for handling the COVID-19 or emerging infectious diseases on Galang Island, Batam, Riau Islands Province.

The Presidential Regulation also stipulates that the Ministry of Health should immediately provide medical equipment, medical logistics, pharmaceutical supplies, and health workers for the observation and quarantine facility for handling the COVID-19 or emerging infectious diseases on Galang Island, Batam, Riau Islands Province.

The Ministry of Defense, according to the Presidential Regulation, should immediately manage the observation and quarantine facility for handling the COVID-19 or emerging infectious diseases on Galang Island, Batam, Riau Islands Province, since the handover.

”Minister of National Development Planning (PPN)/ Head of the National Development Planning Agency (Bappenas), Minister of Finance, Minister of Home Affairs, Head of the National Public Procurement Agency (LKPP), Head of the Finance and Development Supervisory Agency (BPKP), Governor of Riau Islands Province, Mayor of Batam, Head of Batam Authority (BP Batam), and Ministers/Heads of non-ministerial Government agencies and/or other relevant parties should provide support in accordance with their respective authorities to accelerate the construction of the observation and quarantine facility for handling the COVID-19 or emerging infectious diseases in Galang Island, Batam, Riau Islands Province, ” Article 8 of the Regulation reads.

Based on Article 9 of the Regulation, the funding for the construction of the observation and quarantine facility for handling the COVID-19 or emerging infectious diseases on Galang Island, Batam, Riau Islands Province is from the State Budget and other legitimate sources in accordance with the provisions of Laws and Regulations.

“The Minister of Public Works and Public Housing, the Minister of Energy and Mineral Resources, the Minister of Health, and the Minister of Defense should report the implementation of their duties to the President periodically or at any time if deemed necessary,” Article 10 of the Regulation reads.

In accordance with Article 11 of the Regulation, in the event that the Regulation comes into force, the construction of the construction of the observation and quarantine facility for handling the COVID-19 or emerging infectious diseases on Galang Island, Batam, Riau Islands Province, which has been and is being carried out, should continue as part of the the construction process, in accordance with the provisions of the Presidential Regulation.

“The Presidential Regulation shall apply as of the date of its promulgation,” Article 12 of the regulation reads. The Regulation is promulgated by Minister of Law and Human Rights Yasonna Laoly on 31 March, 2020. (EN)
