Gov’t Issues Regulation on Special Assignments to Speed Up Infrastructure Development
President Joko “Jokowi” Widodo on September 27th, 2022 signed Presidential Regulation Number 120 of 2022 on Special Assignments to Speed up Infrastructure Development.
Under the Regulation, which applies on the date of its promulgation, the President gives special assignments to Minister of Public Works and Public Housing to perform other functions to speed up infrastructure development.
The assignments that are based on results of meetings led by the President and/or output of the President’s working visits include:
- construction or rehabilitation of water resources infrastructure;
- construction or rehabilitation of groyne;
- construction of mooring posts;
- construction or development of drainage system;
- construction of roads and bridges;
- preservation of roads and bridges;
- construction or rehabilitation of government offices;
- construction or rehabilitation of student dormitories;
- construction, rehabilitation, or renovation of basic and secondary education, and higher education facilities and infrastructure;
- construction or rehabilitation of public buildings;
- construction or rehabilitation of houses, housing facilities, and infrastructure, as well as public utilities;
- construction or rehabilitation of facilities and infrastructure, as well as public utilities;
- construction, rehabilitation, or renovation of sports facilities and infrastructure;
- construction or rehabilitation of auditorium;
- construction or rehabilitation of social and religious buildings;
- construction or rehabilitation of palaces;
- rehabilitation of cultural heritage buildings or arrangement of cultural conservation areas;
- construction, rehabilitation, or renovation of market facilities and infrastructure;
- construction or rehabilitation of hospitals;
- construction or rehabilitation of flats for area revitalization; and/or
- construction, rehabilitation, renovation of flats, or other government buildings in preparing disaster emergency hospitals and centralized isolation facilities.
“In carrying out those special assignments, Ministry of Public Works and Public Housing shall take into account the principles of prudence, transparency, efficiency, effectiveness, and accountability,” the Regulation reads.
The Ministry will also coordinate with related ministries/institutions, provincial governments, regional governments at regencies/municipalities and villages, state-owned enterprises/regional-owned enterprises, and/or the communities to speed up infrastructure development.
“The acceleration of the implementation of infrastructure development as intended may be carried out under a public-private partnership (KPBU) scheme in accordance with the provisions of laws and regulations,” the Presidential Regulation reads. (UN) (RAS/EP)
