Gov’t Launches Double Degree Program for State Apparatus

As a stepping stone to realize Indonesia’s vision to develop human resources including state civil apparatus overseeing government affairs, the Government has launched double degree program with Indonesian and foreign universities.

“State civil apparatus that will enroll on the Double Degree program will be fostered as reform agents who excel on internal issues and can apply concepts and development of a growing bureaucratic reform paradigm in the world,” Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Syafruddin said during the Launching of Double Degree program in Jakarta, Wednesday (21/8).

According to the Minister, state civil apparatus working for government institutions around the country will be selected and recruited to study on several fields, such as government and public administration, e-government, public sector reform, and economy.

Those passing the selection process will be study at University of Indonesia or Hasanuddin University for a year. After they graduate, they will continue the program by studying at University of Melbourne orVictoria University of Wellington for another year.

“Both universities have excellent reputation in public policy and e-government programs,” Syafruddin added.

University of Indonesia will be in the front line of assisting human resources development of state civil apparatus in western Indonesia, while Hasanuddin University will assist human resources development of state civil apparatus in eastern Indonesia.

Through this program, state apparatus will not only gain knowledge and understanding about governance and bureaucracy from national perspective, but they will also learn about e-government and public policy from global perspective.

The Minister expressed hope that the Double Degree program can serve as a good start of a sustainable program to improve capacity of state civil apparatus, including their education.

In the meantime, Head of the National Civil Service Agency (BKN) Bima Haria Wibisana asserted that the program will be funded by the Endowment Fund for Education (LPDP) that is managed by Finance Ministry. ( Ministry of State Apparatus Empowerment and Bureaucratic Reform PR/ES)
