Gov’t Provides Housing Financing Facility for Workers

In a bid to address homeownership issue in Indonesia, the Government has continued to make some efforts through several financing programs such as Housing Financing Liquidity Facility (FLPP), Down Payment Subsidies (SBUM), Savings-Based Housing Financing Assistance (BP2BT), and Public Housing Savings (Tapera).

In addition, the Government has also launched Old-Age Benefit Program (JHT) that provides Additional Service Benefit (MLT) in form of housing financing facility.

“In fact, the MLT program was launched in 2016 under Regulation of Ministry of Manpower Number 25 of 2016 on Procedure for Granting, Requirements, and Types of Additional Service Benefit of the Old-Age Benefit Program as lastly amended by Regulation of Ministry of Manpower Number 17 of 2021,” Minister of Manpower Ida Fauziyah said during the signing of house contract under MLT program, in Serpong, Banten province, Tuesday (30/11).

The Minister said that the issuance of the Regulation is good news for the members of JHT and employers who are expected to facilitate workers/laborers to own a house, as well as to assist the Government in providing house for its people.

There are several new provisions in the Regulation. First, one new channel to disburse the MLT, namely regional banks under the Association of Regional Development Banks (Asbanda). Second, new financing scheme, namely novation where the member may replace general housing mortgage (KPR) subsidy to KPR under MLT program. Third, adjustment in deposit interest rate as the basis for calculating funding and lending rates.

“The new provisions are expected to help workers/laborers registered as member of JHT owning their houses,” she said.

On that occasion, Ida expressed appreciation to state-owned lender Bank Tabungan Negara (BTN) for the collaboration with BPJS Ketenagakerjaan (Workers Social Security Provider Body) in the implementation of MLT program.

“I call on BPJS Ketenagakerjaan and banks under the Association of State-Owned Banks (Himbara) and the Association of Regional Development Banks (Asbanda) to provide their best services to the members of JHT program and support the Government to provide house for the public,” she remarked.
