Gov’t Sets Up Committee for 2032 Olympics Hosting Bid

President Joko “Jokowi” Widodo on 13 April 2021 issued Presidential Decree (Keppres) Number 9 of 2021 on the Indonesia Bid Committee Olympic Games 2032.

The Presidential Decree, which can be accessed on JDIH webpage of Cabinet Secretariat, states that several measures should be taken as a follow-up to Indonesia’s official bidding for hosting the 2032 Olympics, and that it is necessary to form a committee for the nomination.

“(The President) establishes the Indonesia Bid Committee Olympic Games 2032, hereinafter referred to as the INABCOG Committee,” Article 1 paragraph (1) of the Decree reads.

The INABCOG Committee is under the authority of, and is responsible to, the President and is domiciled in the capital city of the Republic of Indonesia.

The duty of the Committee is to prepare for the bidding; prepare a strategic road map and/or master plan for the preparation of the bidding; and carry out promotions, public campaigns, and dissemination of Indonesia’s bidding to host the 2032 Olympics.

“The strategic road map and/or master plan shall be prepared based on efficient and effective principles and shall be determined no later than one month after the issuance of the Presidential Decree,” Article 3 paragraph (2) of the Decree reads.

The Presidential Decree also states that the INABCOG Committee consists of Steering Committee, Person in Charge, and Organizing Committee.

The Chairperson of the Steering Committee is the Vice President of the Republic of Indonesia who is assisted by Coordinating Minister for Human Development and Culture as Deputy Chairperson and several members, including Cabinet Secretary.

The Person in Charge of the INABCOG Committee is Minister of Youth and Sports who has the duty for coordinating the planning, preparation and implementation of the bidding process as well as assigning, supervising and evaluating the implementation of the bidding.

The Organizing Committee is chaired by Chairperson of the Indonesian Olympic Committee (KOI) and has the duty for coordinating the preparation of the bidding; preparing, determining and implementing a strategic road map and/or master plan for the preparation of the bidding; as well as compiling and stipulating the bidding proposals.

The Chairperson of the Organizing Committee is assisted by a secretary and members. The members consist of a number of officials and/or representatives from several Government Ministries/Agencies.

Article 9 of the Decree stipulates that the Government Ministries/Agencies listed as the members of the Organizing Committee shall provide technical and administrative support in accordance with their respective duties and functions through planning, budgeting, and supervision measures.

“To support the preparatory measures for the Indonesia’s bidding, the Chairperson of the Organizing Committee may establish the Working Team,” Article 10 paragraph (1) of the Decree states.

In carrying out its duties, the team may work together and/or coordinate with the Government Ministries/Non-Ministerial Government Agencies, the Central Government agencies, local government agencies, the private sector, and other relevant parties.

The Presidential Decree also stipulates the funding provisions and the term for the INABCOG Committee.

“The term for the INABCOG Committee starts from the date of the issuance of the Presidential Decree until 31 December 2024,” Article 14 of the Decree reads.

Article 16 of the Decree stipulates that the funding for the INABCOG Committee is borne by the State Budget through the Budget of Ministry of Youth and Sports from 2021 to 2024 and other legal and non-binding sources. (UN) (RI/MUR)
