Gov’t Simplifies Procedures for Health Workers Incentives Payment
Minister of Health has issued Decree Number HK.01.07/MENKES/392/2020 to simplify procedures for financial incentives and death benefits payment for health workers treating COVID-19 cases.
The new Decree stipulates that verification process for financial incentives for health workers is as follows:
First, provincial and local governments are granted authority to conduct the verification. The verification result is submitted to Ministry of Finance through the Regional Asset and Financial Management Agency (BKPAD)/Regional Financial and Asset Management Office (DKPAD).
Second, the incentives and death benefits are provided for central and regional government’s health care facilities and private hospitals that handle COVID-19 cases.
According to the Decree, the procedures for payment of incentives in Ministry of Health are as follows:
First, the Central Government-owned hospital, field hospital established in the context of COVID-19 handling, private-owned hospital, Port Health Office (KKP), Office for Environmental Health and Disease Control/Main Office for Environmental Health and Disease Control (BTKL-PP/BBTKL PP), Center for Lung Health (BBKPM), and laboratories established by Ministry of Health verify health workers listed to receive incentives.
Second, health care facilities or health institutions submit the list of incentive recipients to the Head of the Human Resource Agency for Health Workers (BPPSDMKes) to be verified.
Third, the verification team submits recommendations on verification and validation to Treasury Officer (PPK) through the Head of the BPPSDMKes. The PPK pay the incentives through the accounts of each health worker.
Regarding the payment in health facilities or health institutions owned by provincial or local governments, the verification results are proposed to the provincial Health Office or local Health Office for the next verification.
The results of the verification are submitted to the BPKAD/DPKAD, including the information of the incentive, name, id numbers, tax identification numbers, and account number of health workers. The BPKAD/DPKAD will verify and pay the incentives through the account of each health worker.
Regarding death benefits payment, health care facilities and institutions verify the health workers who pass away due to COVID-19. The health care facilities and institutions submit the proposal to the Head of BPPSDMKes.
The proposal is verified by the verification team and the results are submitted to the Head of BPPSDMKes who will pay the death benefit through the PPK.
The incentives and death benefits for the health workers are funded by the State Budget and Regional Budget through the additional Health Operational Assistance (BOK).
This new procedure is stipulated in the Decree of the Minister of Finance Number 15/KM.7/2020 on Procedures and Details of Allocation of Health Operational Assistance Reserves for the third stage of Fiscal Year 2020.
Ministry of Finance has provided Rp87.55 trillion for handling COVID-19, with the existing absorption rate is at 5.12%.
Director of the Special Transfer Fund of the Directorate General of Fiscal Balance (DJPK) of Ministry of Finance, Putut Hari Satyaka said that the payment for health workers in regions as of 30 June 2020 was Rp58.3 billion (using the previous procedure). With the new procedure, he added, the payment for health workers in regions as of 7 July 2020 was Rp1.3 trillion.
In the meantime, Secretary of the Human Resource Agency for Health Workers (Badan PPSDM Kesehatan) of Ministry of Health dr. Trisha Wahjuni Putri said that the Ministry has paid Rp278 billion (from the budget of Rp1.9 trillion) incentives to 166,029 health workers at central and regional levels. As for the death benefits, Rp9.6 billion has been paid for 32 health workers, from the budget of Rp60 billion.
The Government is conducting weekly evaluation and ongoing improvement to speed up the expenditure of the health budget. (Ministry of Finance/EN)
