Gov’t Stipulates Action Plans for Acceleration of National Fishery Industry Development

In order to improve people’s welfare, in particular the fishermen, fish cultivators, as well as sellers of fishery products, and to increase employment as well as the country’s foreign exchange, the Goverment finds it important to create a number of measures to accelerate national fishery industry development. It is instructed by the President in Presidential Instruction Number 7 of 2016 on Acceleration of National Fishery Industry Development.

Based on these considerations, on 11 January 2017, President Joko ‘Jokowi’ Widodo has signed Presidential Regulation Number 3 of 2017 on Action Plans for Acceleration of National Fishery Industry Development.Through this Regulation, the President has stipulated the Action Plans to AccelerateNational Fishery Industry Development. “Action Plans for Acceleration of National Fishery Industry Development is a program of Ministries/Institutions in Acceleration of National Fishery Industry Development for 2016-2019 period,” says Article 1 paragraph (2) of the Presidential Regulation.

Based on this Regulation, the Action Plans become the guidelines for: a. Ministries/Institutions to plan, carry out, monitor, and evaluate the Action Plans for Acceleration of National Fishery Industry Development; b. Regional Governments, in drawing up Regional Action Plans regarding Fishery Industry Development.

“Further implementation of this Presidential Regulation shall be coordinated with Coordinating Minister for Maritime Affairs,” says Article 3 of this Regulation.

This Regulation affirms, the Minister shall monitor as well as evaluate the implementation of the Action Plans for Acceleration of National Fishery Industry Development.

In addition, the Minister shall coordinate with Coordinating Minister for Political, Legal, and Security Affairs, Coordinating Minister for the Economy, as well asCoordinating Minister for Human Development and Culture in preparing the reports of the implementation of this Regulation to the President, at least once in six months or whenever the President asks for it.

“This Presidential Regulation shall apply as of the date of its enactment,” says Article 6 of Presidential Regulation Number 3 of 2015, enacted by Minister of Law and Human Rights Yasonna H. Laoly on 13 January 2016.
