Govt to Construct, Repair Facilities Prior to Asian Games 2018
In order to accelerate the construction/reparation of sports infrastructure as well as supporting infrastructure in preparation for hosting Asian Games XVIII of 2018, President Joko Jokowi Widodo on 16 Maret 2018 has signed Presidential Instruction Number 3 of 2018 on Acceleration of Construction/Reparation of Sports Infrastructure and Facilities and Supporting Infrastructure and Facilities in the Preparation for Asian Games XVIII of 2018 and Asian Para Games III of 2018 (link: Presidential Instruction Number 3 of 2018).
Presidential Instruction Number 3 Year 2018 is addressed to: 1. Coordinating Minister for Human Development and Culture; 2. Coordinating Minister for Political, Legal and Security Affairs; 3. Minister of State Secretary; 4. Minister of Home Affairs; 5. Minister of Foreign Affairs; 6. Minister of Law and Human Rights; 7. Minister of Finance; 8 Minister of Education and Culture; 9. Minister of Research and Technology and Higher Education; 10. Minister of Health; 11. Minister of Social Affairs; 12 Minister of Industry; 13. Minister of Trade; 14. Minister of Public Works and Public Housing; 15. Minister of Environment and Forestry; 16. Minister of Transportation; 17. Minister of Communications and Informatics; 18. Minister of State-Owned Enterprises; 19. Minister of Tourism; 20. Minister of Youth and Sports; 21. Minister of Cooperatives, Small and Medium Enterprises; 22. Minister of National Development Planning (PPN)/Head of National Development Planning Agency (Bappenas); 23. Cabinet Secretary; 24. Commander of the Indonesian National Defence Forces (TNI); 25. Chief of Indonesian National Police (Polri); 26. Head of Creative Economy Agency; 27. Head of Finance and Development Supervisory Agency (BPKP); 28. Through this Presidential Instruction, the President instructed the Minister of Finance to provide necessary facilities and technical supports for preparing the budget needed for the Asian Games XVIII and Asian Para Games III in accordance with the state capability; and b. to provide required technical facilities on customs in preparation for the hosting in accordance with the provisions of laws and regulations.
In this Presidential Instruction, the President instructed Minister of PUPR to allocate budgets and carry out the construction/reparation of sports infrastructures and facilities in Jakabaring, Palembang as well as in Jakarta which include a number of sports, such as jet ski, sailing, badminton, and pencak silat; as well as squash in Gelora Bung Karno Sports Complex, VIP tribune for beach volleyball, venues for shooting, rowing, skateboarding, and to provide equipment for electronic starting.
In addition, the President also instructed Minister of Public Works and Public Housing to allocate the budget and to repair football venues at Pakansari Stadium (Bogor), Wibawa Mukti Stadium (Cikarang, Bekasi), Patriot Candrabhaga Stadium (Bekasi), Si Jalak Harupat Stadium (Bandung Regency), Gelora Bandung Lautan Api Stadium (Bandung), as well as football training ground in Bandung Institute of Technology Football Ground (Bandung), Padjajaran Ground (Bogor), Jati Padjajaran Stadium (Sumedang), dan Persikabo Ground (Cibinong, Bogor).
President Jokowi instructed the Minister to also allocate the budget and to construct/repair landing and takeoff runway, as well as supporting facilities to the venues of paragliding in Pasir Sumbul, Cianjur; canoe slalom in Bendung Rentang, Majalengka; to prepare venues for competition and training of Asian Para Games III of 2018 in Gelora Bung Karno, Senayan; and to build multilevel parking and a coffee tea house in Gelora Bung Karno area.
On the issue of funding for the acceleration of construction of sports infrastructure and facilities and supporting infrastructure, according to Presidential Instruction Number 3 of 2018, it shall be funded by the 2018 State Budget (APBN), and Asian Para Games III of 2018 shall be funded by the State and Regional Budgets as well as other not binding sources of financing that in accordance with the provisions of laws and regulations.
