Gov’t to Implement Shift Work for Government Institutions

Minister of State Apparatus Empowerment and Bureaucratic Reform Tjahjo Kumolo instructed government institutions to rearrange work hours and implement shift work during the new normal order.

One of its purposes, according to the Minister, is to reduce buildup of passengerson public transportation at a time, resulting in a more effective physical distancing as referred to in the COVID-19 Task Force Head Circular.

To follow up on the Circular, the Minister issued Circular Number 65/2020 on Control of Working Hours of State Civil Apparatus (ASN) at Government Institutions in the Greater Jakarta Area in the New Normal Order.

On the arrangement of ASN mobility from or to the Greater Jakarta area, the Personnel Supervisor Officer (PPK) of government institutions must comply with working hours rearrangement and shift pattern. The regulated work system must be accountable and selective in accordance with the requirements or criteria set out in the Minister of State Apparatus Empowerment and Bureaucratic Reform  Circular Number 58/2020 on the ASN Work System in the New Normal Order.

The letter explained that the number of ASN who work in shifts is set proportionally close to the ratio of 50:50. Arrangement of working hours between shifts must be done with a minimum gap of 3 hours. The first shift starts in between 07.00-07.30 and ends between 15.00-15.30. Meanwhile, the second shift 2 starts between 10.00 -10.30 and ends around 18.00-18.30.

This works hours rearrangement is intended to be followed by optimization of the adoption of work from home (WFH) policy and safety for vulnerable groups. The preparation and application of technical operational working hours by each institution should be carried out while maintaining the health protocol.

In the Ministerial Circular, PPK should assign Authorized Officials of the government institutions to evaluate working hours, and report it to the Minister  every Friday.

“Officials authorized at ministries/institutions/regions should evaluate the effectiveness of the implementation of this Circular and report it in writing to the Minister every Friday, no later than 16.00 Western Indonesian Time,” the Circular reads.
