Gov’t to Integrate Civil Servant Data

The National Civil Service Agency (BKN) has announced it is currently designing a system to integrated dat on the country’s state civil apparatus, known as ASN integrated information system (SI-ASN).

The agency stated that the system, called the ASN integrated information system (SI -ASN), aims to realize an Electronic-based Government System (SPBE) in accordance with Presidential Regulation Number 95 of 2018 and one integrated national State Civil Apparatus (ASN) data and Presidential Regulation Number 39 of 2019.

According to Deputy to BKN Head for Civil Service Information System Suharmen, synchronizing the HR information system (known as Simpeg) from each ministry/agency to the BKN’s HR application system (SAPK) would be initial steps of integrating the data.

“The SI-ASN data components will include e-recruitment, e-SAPK, e-archives, e-competence, e-performance, and Simpeg of 85 central government and 542 regional agencies,” he said on Thursday (12/9).

However, for agencies that have not yet used Simpeg as their HR information system can apply the BKN’s Simpeg in their system, Suherman added.

Suherman went on to say that the non-uniformity of the Simpeg in each agency and inadequate infrastructure pose obstacles in integrating the ASN data. However, he said he would conduct a survey to find out agencies’ readiness.

“The first survey was conducted on 23 May, involving 24 agencies consisting of three central government agencies and thirteen regional agencies,” Suherman said, adding that the survey variables of the Simpeg agencies will include technological infrastructure, information systems and data, technological literacy, and Simpeg business process.

Suherman added that the BKN has also already prepared a number of supporting applications to accelerate the integration, citiing the example MySAPK 2.0 through the use of smartphone. “With this app, each ASN can independently update their data, which will be verified by their respective institution,” he added.

MySAPK 2.0 itself is scheduled to be launched on 25 September 2019 in the city of Yogyakarta during the 2019 HR National Coordination Meeting, which will be attended by each representative of the Central Government and regional agencies. (Humas BKN/ES)
