Gov’t to Push Forward Public Market, University, School Infrastructure Development
The Government has decided to accelerate the construction, rehabilitation, and renovation of 9 public markets, 39 universities, 8 Islamic universities, and hundreds of primary and secondary educational unit infrastructure in a number of regions.
The decision is stipulated in Presidential Regulation Number 43 of 2019 on the Construction, Rehabilitation or Renovation of the Public Market, University Infrastructure, and Primary and Secondary Educational Unit Infrastructure, signed by President Joko “Jokowi” Widodo on 3 July 2019.
The regulation is designed to restore and/or improve the market function as one of supporting economic activities and to improve education quality in the country.
The Government, as stated in the regulation, has assigned ministry which oversees government affairs in public works to fulfill the tasks while taking into account the following principles: a. prudence, b. transparency, c. efficiency, d. effectiveness, and e. accountability.
The assigned ministries should coordinate with: a. ministry which organizes government affairs in finance; b. ministry which organizes government affairs in trade; c. ministry which organizes domestic government affairs; d. provincial governments; and e. regency/municipality governments.
As stated in the regulation, Indonesian International Islamic University is developed to support the learning and teaching process which will increase the recognition of the international academic community on Islam in Indonesia and make Indonesia one of the centers of Islamic civilization. The university development on some of the university buildings, as said in the regulation, will be carried out with the following criteria: a. the development should be on state property land; and b. it should be free from dispute or legal case.
The rehabilitation or renovation of the infrastructure of the university, Islamic university, and primary and secondary educational units, based on the regulation, will include: a. rehabilitation or renovation of state university infrastructure which is stalled, under construction, and/or damaged due to natural disasters; b. rehabilitation or renovation of state Islamic university infrastructure which is stalled, under construction, and/or damaged due to natural disasters; c. rehabilitation or renovation of elementary school, junior high school, senior high school, vocational high school, special elementary school, special junior high school, special high school, and special schools organized by regional governments; and d. rehabilitation or renovation of state madrasa infrastructure.
The location of the construction, rehabilitation, or renovation of the public market, university, Islamic university, and primary and secondary educational units is listed in the appendix of the presidential regulation. The list, according to Article 6 paragraph (3), is in accordance with budget availability.
In the meantime, the funding of the construction, rehabilitation or renovation, as stated in Article 10, is allocated in the state budget of ministry which oversees government affairs in public works.
