Minister of Home Affairs Tjahjo Kumolo issued Radiogram Number 188.3/3890/SJ for Governors and Radiogram Number 188.31/3889/SJ for Regents/Mayors throughout Indonesia signed on 15 May 2019. Under the Radiogram, regional heads are expected to disburse Eid al Fitr Allowances (THR) for Civil Servants on time in accordance with the provisions.
The Radiogram stated that in connection with the stipulation of Government Regulation Number 35 of 2019 on the Third Amendment to Government Regulation Number 19 of 2016 on the Provision of Salaries, Pensions, 13th Salary to Civil Servants, Members of the Indonesian National Defense Forces (TNI), Members of the Indonesian National Police (Polri), State Officials, and Pensioners or Allowance Beneficiaries, and Government Regulation Number 36 of 2019 on the Granting of THR to Civil Servants, Members of the Polri, the TNI, State Officials and Beneficiaries, on 14 May 2019, regional heads are asked to take into account the following points:
First, take a strategic step to immediately pay the 13th salary bonus and THR to civil servants in the regions, Regional Heads/Vice Regional Heads, and Speakers/Members of Regional House of Representatives (DPRD), the amount of which is calculated covering elements of basic salary/representative allowances, family allowances, and office allowances/general allowance.
The 13th salary bonus and allowances as intended shall be paid in June 2019, while the THR shall be paid in a 10 (ten) working day period before the Eid al-Fitr 1440 Hijri, reads the Radiogram.
Second, regions that have not or are not sufficiently budgeted for the funding of the 13th salary bonus and THR as referred to in the 2019 Regional Budget are to provide the said budget by revising the Regional Budget preceding the Revised 2019 Regional Budget.
Third, budget provision as intended may be conducted through the shift of unexpected spending, the rescheduling of programs and activities, and/or from the available treasury funds.
Fourth, technical procedures for the disbursement of the 13th salary bonus and THR are regulated by a Regional Head Regulation. (Puspen Kemendagri/ES)
