Home Minister Issues Instruction on Extension of Micro-Scale Restrictions

Minister of Home Affairs Tito Karnavian Tuesday (20/7) issued Instruction Number 23 of 2021 on the Extension of the Implementation of Micro-Scale Activity Restrictions (Micro PPKM) and Optimizing COVID-19 Handling Posts at Village and Sub-District Levels to Control the Spread of COVID-19.

The instruction takes effect from 21-25 July 2021.

The Minister issued the instruction for regional leaders across Indonesia to extend Micro PPKM policy and better optimize COVID-19 command posts to tighten the implementation of the Instruction of Minister of Home Affairs on PPKM Level 4 risk areas in the islands of Java and Bali as directed by President Joko “Jokowi” Widodo.

The instruction regulates that regional heads excluded in regencies/cities with an assessment of the pandemic situation at level 4 and level 3 criteria must stipulate and impose Micro PPKM in their respective regions at district, village, sub-district levels, down to community (RW)/neighborhood (RT) units that cause and/or has the potential to cause COVID-19 transmission according to regional situations by taking into account the scope of the restrictions enforcement.

As written in the instruction, Micro PPKM is implemented by considering the zoning criteria for regional control down to neighborhood unit and the level criteria of risk areas set by Minister of Health.

In addition, Micro PPKM is also carried out through coordination between all elements involved, including Heads of neighborhood/community units, Village Head, Community Protection Unit (Satlinmas), Village Supervisory Non-commissioned Officers (Babinsa), the police’s security and public order officers (Bhabinkamtibmas), Public Order Agency (Satpol PP), Family Welfare Empowerment Team (TP PKK), Integrated Service Post (Posyandu), Dasawisma (a long-running social program), Public Figures, Religious Leaders, Traditional Leaders, Young Leaders, Counselors, Assistants, Health Workers, and Youth Organizations and other volunteers.
