Light Rail Transit System Uses Highway and Arterial Road Spaces
Regulation of the President of the Republic of Indonesia Number 98 of 2015 on Acceleration of the Implementation of the Light Rail Transit (LRT) connecting Jakarta, Bogor, Depok and Bekasi, which was signed by President Joko Widodo on 2 September 2015, stated that the construction of the LRT utilizes spaces of highway and arterial road.
Under the regulation, Minister of Public Works and Public Housing gave approval for utilizing spaces of highway and arterial road for the construction of LRT infrastructures connecting Jakarta, Bogor, Depok and Bekasi.
In addition, the Minister also gave principle permits.
Meanwhile, Minister of Agrarian and Spatial Planning/ Head of National Land Agency, under the regulation, facilitates the adjustment of the Spatial Plan across Services in accordance with the prevailing laws and regulations.
The Minister also supports preparation and land acquisition for the construction of LRT infrastructure.
DKI Jakarta Governor, under the regulation, gave approval for the use of land belonging to the region and the air space in the context of LRT infrastructure development and for the station in accordance with the prevailing laws and regulations.
Under this regulation, President Joko Widodo also instructed DKI Jakarta Governor, Bekasi Regent, Bekasi Mayor, Depok Mayor, Bogor Regent and Bogor Mayor to adjust the Spatial Plan across Services as intended; give approval for the use of land belonging to the area and the air space in the context of the construction of LRT infrastructure in each region, and for stations and depots in each region in accordance with the prevailing laws and regulations.
Oversight Committee
In order to execute the assignment to PT Adhi Karya, under the Presidential Regulation Number 98 of 2015, the President commissioned the Minister of Transportation to form Oversight Committee composed of representatives from Ministries/Institutions and professionals.
Article 15 paragraph (2) of the regulation states that “the Committee would be assigned to assist the Minister of Transportation to supervise the execution of the assignment to PT Adhi Karya to build the LRT infrastructure”.
In addition, in order to accelerate the utilization of LRT infrastructure assigned to PT Adhi Karya, the Minister of Transportation is to procure the Light Rail Transit Operation Mode Enterprises (Light Rail Transit for procurement of facilities, operation, and maintenance of Integrated LRT infrastructure and facilities in accordance with the prevailing laws and regulations.
Article 17 of the Presidential Regulation Number 98 of 2015 states that “this Presidential Regulation shall come into effect as of the date of its promulgation, and has been promulgated by the Minister of Law and Human Rights Yasonna H. Laoly on 2 September 2015.
