Minister Issues Regulation to Accommodate Functional Officials’ Aspirations

In a bid to carry out transformation in management of functional position, the Government through Ministry of State Apparatus Empowerment and Bureaucratic Reforms (PANRB) issued Regulation of Minister of PANRB Number 1 of 2023 on Functional Position (JF).

All ministries/agencies and local governments have been involved in forming the regulation so that all elements can go hand in hand to carry out promotion of bureaucratic simplification.

Minister of PANRB Abdullah Azwar Anas Friday (01/27) ensured that the transformation through this regulation will serve as momentum for regulation simplification in order to create a professional, world-class bureaucracy.

Insyaallah, the issuance of this regulation covers several alternatives that will accommodate proposals and aspirations from all functional position state civil apparatus (ASN) throughout Indonesia,” the Minister said in Jakarta during the Dissemination of Regulation of Minister of PANRB Number 1 of 2023 on JF.

This regulation constitutes an amendment to the Regulation of Minister of PANRB Number 13 of 2019. Several changes are as follows.

First, Functional Officials will be focused on organizational performance achievements, not on credit point achievements.

Second, performance assessment will be based on determination of predicate performance that will be converted to credit point.

“Functional Officials will no longer be busy administering Proposed Credit Point Submissions (DUPAK) considering that the evaluation will be based on the result of performance expectation assessment,” he added.

According to the Minister, 2.1 million or 58 percent of ASN in all over Indonesia are Functional Officials. Thus, this potential must be well managed given that half of institutions’ performance depend on functional position.

Furthermore, Anas also expressed his hope that through this regulation, the output and outcome of ASN can be more optimal.

Echoing the same sentiment, Deputy Minister of Home Affairs John Wempi Wetipo called on related stakeholders to support the new work system by providing security and room for functional officials to positively contribute to the institutions. (AIT/PR of Ministry of PANRB) (AP/MUR)
