Minister of State Secretary Issues Circular on Overseas Official Travel
This circular was issued based on President Prabowo Subianto’s directives at the Cabinet Meeting on October 23 and November 6, 2024, for the heads of ministries and institutions, as well as regional heads, to cut costs on overseas official travel.
The circular specifies that overseas official travel should be conducted in an effective, efficient, and selective manner with concrete results that can contribute to the improvement of government performance and regional development.
Furthermore, overseas official travel must be carried out for activities that have substantive urgency and in the absence of priority or urgent tasks domestically.
Overseas official travel can be carried out after obtaining permission from the President through the Overseas Official Travel Information System within the Ministry of State Secretary.
“In the event that the overseas official travel is carried out before obtaining the President’s approval, the Heads of Ministries/Institutions/Regions/Agencies and the relevant overseas official travelers are fully responsible for all the consequences,” the circular reads in point 5.
The circular also regulates the number of travelers allowed for overseas official travel in the following terms:
- Study Assignment for Diploma/Bachelor/Master/Doctoral/Post-Doctoral Program, the maximum number of travelers is as per request.
- Diplomatic Courier/Indonesian Experts for Research/Posting/Secondment, the maximum number of travelers is as per request.
- Sports Mission, the maximum number of travelers is as per request by limiting the number of companions.
- President/Vice President Visit, the maximum number of travelers is as per the President’s directives through Minister of Foreign Affairs.
- Minister/Head of Institution Visit, the maximum number of travelers is as per the Minister of State Secretary’s directives.
- Humanitarian Mission, the maximum number of travelers is as per the Minister of State Secretary’s directives.
- International Forum Across Ministries/Institutions, the maximum number of travelers is as per the recommendation of the appointing institution.
- Coaching/Supervision/Inspection/Factory Acceptance Test, the maximum number of travelers is 3 people.
- Technical Assistance/Special Missions in the Security Sector, the maximum number of travelers is 4 people.
- Exhibition/Promotion/Cultural Mission/Tourism Mission/Trade Mission/Investment Mission, the maximum number of travelers is 5 people, for companions to pay attention to the principle of proportionality
- Training/Imitation Study, the maximum number of travelers is 10 people.
- Comparative Study/Benchmarking/Seminar/Symposium/Workshop/Conference, the maximum number of travelers is 3 people.
- Session/Dialogue/Bilateral, Regional, Multilateral, International Meetings/Collaboration Initiative, the maximum number of travelers is 5 people, in the event that the form of activity is a working group, then 2 people can be assigned per working group which is part of the main cross-organizational delegation.
- Ceremonial/Awarding/Signing events, the maximum number of travelers is 3 people. (ABD) (FI/LW)
