Ministry Issues International Travel Restrictions for State Civil Apparatus
Minister of State Apparatus Empowerment and Bureaucratic Reform (PAN RB) Tjahjo Kumolo has issued Circular Number 03 of 2022 on International Travel Restrictions for State Civil Apparatus (ASN) during the COVID-19 Pandemic.
The Circular is intended as a guideline for ASNs in government agencies to implement policies regarding the restrictions.
“All state civil apparatus and their families should limit their international travel intended for vacations amid the COVID-19 pandemic,” the PAN RB Minister asserted in the Circular signed on 13 January.
However, the Minister stated, the ASNs can still carry out official travel abroad (PDLN) provided that they have obtained a letter of assignment signed by the Personnel Supervisor Officer (PPK) or High-Ranking Official within the agency. It is stated in the Circular that the PPK should consider the implementation of the PDLN selectively and prioritize essential activities that cannot be represented.
Meanwhile, for ASNs who are forced by necessity to travel abroad other than the PDLN must first obtain written permission from the PPK or authorized official within the agency.
For ASNs who travel abroad during the pandemic, the Minister asked them to pay attention to and comply with the health protocols for overseas travel set by the COVID-19 Task Force, instruction for international travel during the pandemic issued by Ministry of Transportation, and policies on entry points, quarantine facilities, and mandatory COVID-19 inspections for Indonesian citizens traveling abroad as determined by the COVID-19 Task Force.
The Minister also asked the PPK to establish internal technical policies and take the necessary steps within their respective agencies with reference to the Circular.
“(The PPK) should provide disciplinary punishment to ASNs who violate this in accordance with the provisions in Government Regulation Number 94 of 2021 on Discipline of Civil Servants and Government Regulation Number 49 of 2018 on Management of Government Employees with Work Agreements,” the Circular reads.
This Circular comes into effect from the date of its stipulation until further evaluation results in accordance with the COVID-19 development in the country. (PR of Ministry of State Apparatus Empowerment and Bureaucratic Reform/UN) (FI/MMB)
