OSS Issues 200,000 More Business ID Number Since Its Initial Launch

Since it was officially launched by President Joko “Jokowi” Widodo last August, the Risk-Based Online Single Submission (OSS) System has issued more than 200,000 Business Identification Numbers (NIB), most of which are for micro and small enterprises.

The implementation of Risk-Based Business Licensing through the OSS System is part of the structural reform agenda carried out by the Government as mandated by Law Number 11 of 2020 on Job Creation.

“In accordance with the direction of the President at the launch of the Risk-Based OSS System on 9 August, this system must provide convenience to business actors, especially micro and small enterprises. Data shows that 98.8% of the new NIBs are SME actors,” said the Spokesperson for Ministry of Investment Tina Talisa.

The total issuance of NIB from 4 August to 18 September 2021 is 205,373. This number consists of 187,435 individual businesses and 17,938 business entities. The daily NIB issuance record occurred on Friday (10/9) amounting to 13,737 documents.

For the record, the Risk-Based OSS is the implementation of Government Regulation (PP) Number 5 of 2021 on Implementation of Risk-Based Business Licensing as the implementing regulation of the Job Creation Law.

Another implementing regulation is PP Number 7 of 2021 on Ease, Protection, Empowerment of Cooperatives, Micro, Small and Medium Enterprises. It stipulates convenience for MSME actors with low risk levels who receive privileges in the form of a single license, namely the NIB. The NIB is used not only as identity and legality, but also includes Indonesian National Standards (SNI) and Halal Product Guarantee Certification (SJPH) for products that are required a halal certificate and/or SNI.

In the period of 4 August to 18 September 2021, the number of single permits issued was 93,859. The top five fields of business / KBLI (Standard Classification of Indonesian Business Fields) single license, among others, are Retail Trade on Various Kinds of Goods Mainly Food, Beverages or Tobacco Not in Minimarkets/Supermarkets/Hypermarkets (Traditional) (22,708 projects), Other Food Retail Trade (10,802 projects), Restaurants/Food stalls (8,757 projects), Food Stores (6,381 projects) and Retail Trade on Various Kinds of Goods Mainly Non-Food, Beverage or Tobacco (Grocery Goods) Not in Department Stores (3,471 projects).

As stated by Minister of Investment Bahlil Lahadalia, the Risk-Based OSS System is currently in the 80 percent stage. The repair and development process is still underway until the end of this year.

Tina Talisa said that currently system integration with ministries/agencies continues to be accelerated and refined.

“In line with that, communication and education to business actors and regional governments are also an important part that needs to be improved. All inputs, questions, and suggestions from various parties, especially business actors, are of particular importance for system improvement and development,” Tina remarked.
