PANRB Minister Calls on Government Institutions to Submit 2016 Performance Reports

24janFor the follow up of Presidential Regulation Number 29 of 2014, Minister of State Apparatus Empowerment and Bureaucratic Reforms Asman Abnur in a letter Number B/01/M.06/2017 dated 19 January 2017 calls on all government institutions to submit the 2016 performance report, online Self-Assessment on the Implementation of Bureaucratic Reform (PMPRB), as well as submit organizational unit proposed for the development of integrity zone for Corruption-Free Zone (WBK) and Clean Bureaucratic & Serving Zone (WBBM).

The letter concerning Obligation to Submit Report on Bureaucratic Reforms, Apparatus Accountability and Monitoring is addressed to Working Cabinet Ministers, Commander of Indonesian National Defense Forces (TNI), Indonesian National Police (Polri) Chief, Attorney General, Heads of Non-ministerial Government Institutions (LPNK), Heads of State Institutions’ Secretariat, Heads of Non-structural Institutions’ Secretariat, Governors, Regents, and Mayors. While, the copy of letter is addressed to Vice President as the Head of National Steering Committee for Bureaucratic Reform (KPRBN).

The letter states that the 2016 performance reports of ministries/institutions must be received no later than 28 February 2017. “Performance report will be used to formulate the Performance Report of the Central Government, and when it is reviewed by the Development Finance Comptroller (BPKP), it will be used as subject for State Budget Accountability,” the letter says.

In addition, the 2016 performance reports of regional governments must be received no later than 31 March 2017.

According to the ministerial letter, Regulation of Minister of State Apparatus Empowerment and Bureaucratic Reforms Number 53 of 2014 is a reference in compiling performance report.

Asman also called on all ministries, institutions, and provincial governments to immediately conduct Self-Assessment on the Implementation of Bureaucratic Reform (PMPRB), and submit it online to the Deputy of Bureaucratic Reforms, Apparatus Accountability and Monitoring as the National Bureaucratic Reform Management Unit no later than April 2017.

The Minister also requested the Government at regency and city levels to implement online PMPRB, and submit the results no later than April 2017.

Regarding the development of integrity zones for Corruption-Free Zone (WBK) and Clean Bureaucratic & Serving Zone (WBBM), the Minister requested government institutions to report the units which were proposed by the Internal Assessment Team.

“Units to be chosen are those which consider as the best and present the main service of ministries/institutions. Moreover, integrated services unit and/or permits-related units will be proposed for regional governments,” the Minister states in the letter.
