PANRB Minister Warns State Apparatus To Not Get Involved in Ongoing Political Opinions

State Civil Apparatus (ASN) both at central and regional governments must remain neutral after the 2019 Simultaneous Elections for President and Vice President, Members of the House of Representatives, the Regional Representative Council, and the Regional House of Representatives, according to Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Syafruddin.

“They must focus to provide services to the public and not get involved in ongoing political opinions!” the Minister firmly said in a press conference, at the Ministry of State Apparatus Empowerment and Bureaucratic Reform, Jakarta, Thursday (18/4).

Syafruddin also instructed all high-ranking officials and heads of ministries/institutions and regional governments to monitor ASN at their respective offices and ensure them to carry on their obligation in providing public services for the sake of the nation’s interest. ASN are also called to maintain a conducive environment to provide optimal services to the people.

Before the election day, Syafruddin has repeatedly called on ASN to maintain neutrality. He went on to say that ASN have political rights but only covered rights to vote, not for participating practical politics.

The Minister also asserted that ASN who violated the neutrality will be imposed with sanction. Based on provisions of the Minister’s Circular Number B/94/M.SM.00.00/2019, if the aforementioned examination finds violation of the neutrality, the settlement must be carried out in accordance with Government Regulation Number 42 of 2004 and Government Regulation Number 53 of 2010 by establishing a Code of Ethics Committee or disciplinary sanction inspection team.

The Circular reads that the recommendation of the results of inspection will be reported to State Civil Apparatus Commission (KASN) and will be copied to the Minister of PANRB. If Employee Supervisor (PPK) does not follow-up that recommendation, the KASN shall give recommendation to the President to impose ASN violating the code of ethics with administrative sanction based on the provisions of laws and regulations.

State Apparatus’ neutrality is regulated in Law Number 5 of 2014 of State Civil Apparatus. In this political year, State Apparatus who uphold neutrality will ensure a healthy democracy. On the contrary, those who violate neutrality will be very detrimental to the state and the community as recipients of the services.
