President Asks Ministers to Concentrate to Finish their Duties

Concerning the upheaval of the rank of Ministries/Institutions’ performance assessment that has been done by the Ministry of State Apparatus Empowerment and Bureaucratic Reform (PAN-RB), Cabinet Secretary Pramono Anung said that from his consultation with President Joko Widodo, he admitted that Minister of State Apparatus Empowerment and Bureaucratic Reform Yuddy Chrisnandi had mentioned this issue. However, not all members of the cabinet know about this. The Minister might explain it to the Vice President.

However, Pramono Anung affirmed that there is no order from the President to reveal it to the public. Therefore, Pramono thought that the performance assessment that was published by the Ministry of State Apparatus Empowerment and Bureaucratic Reform is a form of creativitiy of Prof. Yuddy to tell the public.

 “It should not be published to the public actually, because this evaluation belongs to the President and Vice President. When there is an evaluation of minitries/institutions, it must be reported to the President and Vice President,” Pramono said to the journalists after attending a Limited Meeting on Political, Legal, and Security Affairs, at the Presidential Office, Jakarta, on Tuesday (5/1) evening.

According to Cabinet Secretary, Presidential Regulation Number 24, 25, and 26 of 2014 regulates that it is the duty of Presidential Staff Office (KSP), Cabinet Secretariat, and State Secretariat to give inputs and to conduct monitoring as well as evaluation of ministries/institutions, based on their functions and duties, and then report it to the President.

Therefore, Pramono added, what has been published to the public regarding the performance of Ministries/Institutions by the Minister of State Apparatus Empowerment and Bureaucratic Reform does not become the main reference for the President. It is because there are mechanism and rules to give recommendations to the President.

“If the KSP gives recommendations to the President based on its monitoring and evaluation, the result will not be published to the public. Since it is already published, the ministers are reminded to concentrate to their own duties; because it is not the authority of the Ministry of State Apparatus Empowerment and Bureaucratic Reform to publish it,” Mas Pram, Pramono Anung’s nickname, said.

What is the respond of the President? “The President thinks it is just a form of creativity,” Pramono said.

Cabinet Secretary underlined that the President never instructed the Minister of of State Apparatus Empowerment and Bureaucratic Reform to publish the result of ministries/institutions’ performance assessment.

“The President also asked all ministries and institutions to work as usual and to concentrate to finish their duties because 2016 is the year of work acceleration, thus we should not think of anything that does not relate to their duties,” Mas Pram said. (GUN/UN/JAY/OJI/ES) (MMB/YM/Naster)
