President Jokowi Establish the Steering Committee and the National Bureaucracy Reform Team

With consideration to the sustainability of the implementation of the Bureaucratic Reform as stipulated in Presidential Regulation No. 81 Year 2010 on the Grand Design Bureaucratic Reform 2010-2025, President Joko Widodo (Jokowi) on May 18, 2015 has been signed Presidential Decree No. 15 Year 2015 on the Steering Committee of National Bureaucratic Reform , and the National Bureaucracy Reform Team for a Period of 2015-2019.

The composition of the the Steering Committee of the National Bureaucratic Reform consists of: Chairman: Vice-President; Secretary: Minister of Administrative and Bureaucratic Reform; Members: a. Coordinating Minister for Political, Legal and Security; 2. Coordinating Minister for Economy; 3. Coordinating Minister for Human Development and Culture; 4. Coordinating Minister for Maritime; 5. Minister of Home Affairs; and 6. Chief of Staff of the Presidency.

“The Steering Committee of National Bureaucracy Reform is responsible to the President,” reads Article 2 Paragraph (2) of the Decree.

The task of the Steering Committee of the National Bureaucratic Reform are: a. Set the direction of national policy as the foundation of bureaucratic reforms to realize good governance; b. Setting a strategic program of bureaucratic reforms; c. Solving the problems and obstacles of bureaucratic reforms that cannot be resolved by the National Bureaucratic Reform Team; and d. Submit reports periodically or at any time if required to the President.

The composition of the National Bureaucracy Reform Team consists of: Chairman: Minister of Administrative and Bureaucratic Reform; Members: 1. Minister of Finance 2. Minister of Law and Human Rights; 3. Minister of National Development Planning/Head of National Development Planning Agency; 4. Minister of State Secretary; and 5. Cabinet Secretary.

“National Bureaucracy Reform Team is responsible to the Steering Committee of the National Reform Bureaucratic Reform,” reads Article 3 Paragraph (2) the Presidential Decree No. 15 In 2015.

The tasks of National Bureaucracy Reform Team are: a. Formulating policies and operational strategies of national bureaucratic reform; b. Monitor and evaluate the progress of implementation of the national bureaucracy reform; c. Sets out the steps necessary to enforce compliance with standards for the implementation of bureaucratic reform program.

According to this Presidential Decree, in carrying out the duties of National Bureaucracy Reform Team is assisted by the National Bureaucratic Reform Management Unit, and supported by the National Bureaucracy Reform Independent Team and Quality Assurance Team of Bureaucratic Reform.

Independent Team National Bureaucratic Reform, function is to provide advice and input independently to the Steering Committee of the National of Bureaucratic Reform and the Steering Committee of National Bureaucratic Reform on the implementation of bureaucratic reform.

While the Quality Assurance Team of Bureaucratic Reform serve to guarantee the quality of bureaucratic reform policies in nationally.

With the enactment of this Presidential Decree, so the Presidential Decree No. 14 Year 2010 on the Establishment of the Steering Committee of the National of Bureaucratic Reform and National Bureaucracy Reform Team as amended by Presidential Decree No. 23 of 2010, repealed and declared invalid.

“Presidential Decree comes into force from the date specified,” the Presidential Decree Number 15 Year 2015 is set on May 18, 2015.  (Pusdatin/ES)
