President Jokowi Establishes National Committee for 2021 FIFA U-20 World Cup
President Joko “Jokowi” Widodo has signed Presidential Decree (Keppres) Number 19 of 2020 on the National Committee for the 2021 FIFA U-20 World Cup.

“(The President) establishes the Indonesia FIFA U-20 World Cup Organizing Committee, hereinafter referred to as INAFOC National Committee,” Article 1 paragraph (1) of the Presidential Decree states.
The INAFOC National Committee, according to the Presidential Decree, has the duties of preparing and organizing the 2021 FIFA U-20 World Cup which will be held in the Special Capital Region of Jakarta, South Sumatra Province, West Java Province, Central Java Province, East Java Province, and Bali Province, and report to the President.
In carrying out the duties referred to in Article 2 of the Presidential Decree, the INAFOC National Committee may involve, cooperate and/or coordinate with Ministries, non-Ministerial Government Agencies, regional governments, and/or other relevant parties.
According to the Presidential Decree, the composition of the Steering Committee is: 1. Chairperson: Coordinating Minister for Human Development and Culture. 2. Members: a) Minister of State Secretary; b) Cabinet Secretary; c) Minister of Finance; d) Minister of Law and Human Rights; e) Minister of Home Affairs; f) Minister of Foreign Affairs; g) Minister of Communication and Informatics; h) Minister of Manpower; i) Minister of Health; j) Minister of Tourism and Creative Economy/Head of the Tourism and Creative Economy Agency; k) Minister of State Owned Enterprises; l) Minister of Industry; m) Commander of the Indonesian National Defense Forces; n) Chief of the Indonesian National Police; o) Attorney General; p) Head of the Development and Finance Supervisory Agency; q) Presidential Chief of Staff; and r) Head of the National Public Procurement Agency.
The President also appoints Minister of Youth and Sports as Chairperson of INAFOC Organizing Committee, Minister of Public Works and Public Housing as Chairperson of Organizing Committee for Facilities and Infrastructure, and Chairperson of the Indonesian Football Association (PSSI) as Chairperson of Organizing Committee for the Indonesian National Football Team Achievement.
The Steering Committee, according to the Presidential Decree, has the following duties and authority: a. to provide direction in planning, preparation, and implementation of the 2021 FIFA U-20 World Cup; and b. to supervise the process of the Government’s goods/services procurement at the 2021 FIFA U-20 World Cup including the preparation, organization and accountability.
The INAFOC Organizing Committee has the following duties: a. to prepare and organize the 2021 FIFA U-20 World Cup in accordance with the provisions set by the Federation Internationale de Football Association (FIFA); b. to draft and decide the master plan for the organization of the 2021 FIFA U-20 World Cup; c. to receive and use sources of financing from the State Budget in accordance with the provisions of laws and regulations; and d. to receive and use sources of financing from non-State Budget in accordance with the Government guarantee and hosting agreement.
Ministries/regional agencies, in accordance with their respective authority, are obliged to provide facilitation, staff, and technical and administrative support through planning, budgeting, implementation and supervision to support the organization of the 2021 FIFA U-20 World Cup.
The Decree also stipulates that the facilitation includes: a. infrastructure and facilities; b. fiscal facilities; c. immigration; d. licensing; e. safety and security; f. employment; g. information and communication technology; h. foreign currency exchange; i. protection of intellectual property rights; and j. other facilities needed for the organization of the 2021 FIFA U-20 World Cup.
Further provisions will be stipulated by Chairperson of the INAFOC Organizing Committee, Chairperson of Organizing Committee for Facilities and Infrastructure, and Chairperson of Organizing Committee for the Indonesian National Football Team Achievement in accordance with their respective duties.
The INAFOC National Committee carries out its duties and responsibilities until 31 December 2021. “The Presidential Decree shall come into force as of the date of its enactment,” the Presidential Decree reads. The Decree was signed on 15 September 2020 by President Jokowi. (EN)
