President Jokowi Establishes National Team for Increased Use of Domestic Products
With consideration to implement the provisions of Article 73 paragraph (2) of Government Regulation Number 29 of 2018 on Industrial Empowerment, on 17 September 2018, President Joko Jokowi Widodo has signed Presidential Decree (Keppres) Number 24 of 2018 on National Team for Increased Use of Domestic Products, hereinafter referred to as P3DN National Team.
The P3DN National Team consists of, among others: a. Coordinating Minister for Maritime Affairs as Chairman; b. Coordinating Minister for the Economy as Deputy Chairman; c. Minister of Industry as Acting Chairman.
Members of the P3DN National Team are: 1. Minister of Home Affairs; 2. Minister of Finance; 3. Minister of Agriculture; 4. Minister of Health; 5. Minister of Energy and Mineral Resources; 6. Minister of Transportation; 7. Minister of Trade; 8. Minister of Public Works and Public Housing; 9. Minister of Education and Culture; 10. Minister of Research and Technology and Higher Education; 11. Minister of Communication and Informatics; 12. Minister of State-owned Enterprises; 13. Minister of National Development Planning/Head of National Development Planning Agency; 14. Attorney General; 15. Cabinet Secretary; 16. Head of Technology Application and Assessment Agency; 17. Head of Investment Coordinating Board; 18. Head of Development Finance Comptroller; 19. Head of National Public Procurement Agency; 20. Chairman of Business Competition Supervisory Agency; and 21. Chairman of Chamber of Commerce and Industry.
Secretary General of Ministry of Industry serves as Secretary of the P3DN National Team.
Under this Presidential Decree, the P3DN National Team has duties, as follows: a. monitor the use of domestic products since the planning stage in the procurement of goods/services carried out by state institutions, ministries, non-ministerial government institutions, other government institutions, regional work units, State-owned Enterprises, Regional-owned Enterprises, and private business entities in accordance with Article 57.
- coordinate and evaluate the implementation of duties of the P3DN in state institutions, ministries, non-ministerial government institutions, other government institutions, regional government work units, State-owned Enterprises, Regional-owned Enterprises, and private business entities;
- promote and disseminate the use of domestic products, encourage early education regarding the love, pride, and passion of using domestic products, as well as provide access to domestic products information;
- control the implementation of consistency of Domestic Component Level (TKDN) level on goods/services based on the certificate owned by the relevant producer of goods/services; and
- coordinate the settlement of problems that arise relating to the calculation of TKDN level ??and the implementation of consistency of TKDN level ??in accordance with the certificates or documents owned by the producer of goods/services.
“In carrying out the tasks as intended, the P3DN National Team may involve Industry Associations and Professional Organizations,” reads Article 4 of the Presidential Decree.
Further provisions for the implementation of this Presidential Decree are determined by Coordinating Minister for Maritime Affairs as Chairman of the P3DN National Team.
The T3DN National Team reports the implementation of its duties to the President at least 1 (once) within 6 (six) months or at any time needed.
