President Jokowi Establishes National Working Group on Leadership Capacity Enhancement

Making-Indonesia-4.0-300x158As an effort to improve the quality as well as competitiveness of Indonesian human resources to deal with changes in the era of industrial revolution 4.0, the Government considers that it is important to enhance the capacity of Indonesian leaders.

Based on this consideration, on 20 July 2018, President Joko Widodo has signed Presidential Decree Number 17 of 2018 on the National Working Group on Enhancement of Indonesian Leaders Capacity to Achieve Making Indonesia 4.0 (link: Keppres Nomor 17 Tahun 2018).

“To establish the National Working Group on Enhancement of Indonesian Leaders Capacity to Achieve Making Indonesia 4.0 that hereinafter is referred to as National Working Group,” reads the first Dictum of the Decree.

Several tasks of this National Working Group are as follows: a. to organize training of trainer in order to support national workshop to enhance leadership capacity; b. to organize a national workshop in order to enhance national character and leadership capacity to achieve Making Indonesia 4.0; and c. to coordinate and cooperate with Ministries/ Non-Ministry Governmental Institutions, Regional Governments, business world, industrial world, non-profit organizations on education, as well as other non-profit organizations to support the enhancement of leadership capacity in order to achieve Making Indonesia 4.0.

This National Working Group consists of: a. Steering Committee; and b. Implementation Committee.

Under this Decree, the Steering Committee consists of: a. Chairman: Coordinating Minister for Maritime Affairs; b. Vice Chairman I: Coordinating Minister for Political, Legal, and Security Affairs; c. Vice Chairman II: Coordinating Minister for the Economy; d: Vice Chairman III: Coordinating Minister for Human Development and Culture.

The members of Steering Committee are: 1. Minister of Finance; 2. Minister of Industry; 3. Minister of State Apparatus Empowerment and Bureaucratic Reform; 4. Minister of Manpower; and 5. Minister of Trade.

The tasks of the Steering Committee are: a. to formulate integrated and sustainable policies of Capacity Enhancement to achieve Making Indonesia 4.0; and b. to give direction to implement the tasks of the National Working Group.

Meanwhile, the Implementation Committe consists of: a. Chairman: Minister of Research and Technology and Higher Education; b. Acting Chairman: Governor of Lemhanas (National Resilience Agency); c. Secretary: Main Secretary of Lemhanas.

“The Chairman  has a task to coordinate the implementation of activities of the National Working Group. The Acting Chairman has a task to lead the implementation of daily activities and formulate the organizational structure of National Working Group’s implementation committee,” reads the Seventh and Eighth ditctum of the Decree.

The National Working Group must report the performance of their tasks to the President every 6 (six) months or at any time needed.

Any cost needed to implement this Presidential Decree, under the Eleventh dictum, is funded by the state budget and other legal and non-binding sources in line with the provisions of laws and regulations.
