President Jokowi Hands over DIPAs 2015 which also Contain IDR-9.06-Trillion Village Funds

President Joko Widodo (Jokowi), in the State Palace Jakarta on Monday morning (8/12), handed over the Budget Execution Documents (DIPAs) for 2015 to ministers, heads of non-ministerial state institutions, and governors.

Minister of Finance Bambang PS Brodjonegoro stated in his report that in the 2015 fiscal year, there are 22,786 DIPAs, the total values of which amount to IDR 647.3 trillion. Those DIPAs consist of 18,648 DIPAs of the central government’s working units (the values of which amount to IDR 627.4 trillion) and 4,139 DIPAs of regional governments’ working units (the values of which amount to IDR 19.9 trillion).

“The 2015 DIPAs for ministries and non-ministerial state institutions still use the nomenclatures of United Indonesia Cabinet II’s (KIB II’s) structure under Susilo Bambang Yudhoyono (SBY) administration because the Law concerning the 2015 State Budget and the President Regulation concerning the details of the 2015 State Budget were enacted by the previous administration (SBY’s) together with the House of Representatives (DPR),” Bambang said.

On that occasion, the Minister of Finance also stated that in addition to the handovers of the DIPAs, other documents (namely the List of Allocated Funds for Transfers to Regions and the Village Funds allocated for 34 provinces) were also handed over.

He stated that the Allocated Funds for Transfers to Regions and the Village Funds were established in the amount of IDR 647.04 trillion in total. The funds consist of:

1. Balanced Funds IDR 516.4 trillion

2. Special Autonomy Funds IDR 16.6 trillion

3. Yogyakarta Specialty Fund IDR 547 billion

4. other funds for transfers IDR 104.4 trillion, consisting of Teachers’ Profession Allowances, Additional Funds for Teachers, School Operational Assistance (BOS), Regional Incentives Funds, and Regional Governments’ Project Funds and Decentralization Funds

5. Village Funds IDR 9.06 trillion

The Minister of Finance stated that the handovers of DIPAs will be immediately followed up with the handovers of regional DIPAs to regional working units in the respective regions, in the second and third weeks of December. “Such handovers are crucial to ensure that the budget documents are really handed over to the respective Authorized Budget Users (KPAs), so that government activities can be performed appropriately since the beginning of the year,” he demanded.

Attaining Good Status in 3 Consecutive Years

In the event which was also attended by Vice President Jusuf Kalla, ministers of the Working Cabinet, and all 34 governors in Indonesia, President Jokowi handed over symbolically DIPAs 2015 to ministers and heads of non-ministerial state institutions whose ministries or institutions were granted big budget allocations and have attained good financial status defined as WTP (good without any disclaimers) in three consecutive years. They were Minister of Religious Affairs Lukman Hakim Saifuddin, Commander-in-Chief of Indonesian National Police (Polri) General Sutarman, Minister of Finance Bambang Brodjonegoro, Minister of Energy and Mineral Resources Sudirman Said, and Minister of Law and Human Rights Yasonna H.
