President Jokowi Instructs 1,768 Echelon 2 Officials to Focus on Priority Programs
President Joko Jokowi Widodo, on Tuesday at the office of the Ministry of Finance, told 1,768 echelon 2 officials of ministries and institutions to work in line with the regulations.
In his previous working meeting with echelon 1 officials, the President mentioned that ministers, heads of agencies, echelon 1 officials, and echelon 2 officials, both in Central Government and regional governments must work in line, be united, solid, and share the same goal from the upper ranks to the lower ranks.
The Government has national priority programs and the President asks them to focus on the programs.
Be focused on the priorities. Do not propose many projects for the State Budget realization, but fewer projects that bring benefits for the people. That is our aim, the President added.
If there are 20 divisions in an institution, while there are only 3 priority projects, you must not make other projects for each division. The projects will be carried out by three divisions while other divisions will do the service, the President explained.
The Government cannot implement money follow function principle anymore, but money follow programs instead and all have to focus on the programs, President Jokowi further said.
Rather than process-oriented, results-oriented must become the Governments approach.
According to the President, process is indeed important because to achieve something, we must follow the procedure. However, we must put forward results-oriented because the process will follow.
Furthermore, the President hopes all institutions to work fast because the world changes rapidly in days, hours, and seconds.
We must anticipate the change by speeding up our working pace, and moving fast. Because I believe you are all the determinants of state policies implementation. Yes, it is you, not other people, President Jokowi said.
The state policies implementation will be accelerated once the echelon 2 officials work fast. In contrast, if they still use the old pattern, the old way, and the old tradition, it will be difficult to change this country, the President added.
I believe that you want and will improve immediately, the President firmly said.
