President Jokowi visited quake-hit Lombok several days ago

Presidential Instruction Number 5 of 2018 on Acceleration of Post-Quake Rehabilitation and Reconstruction in West Lombok, North Lombok, Central Lombok, East Lombok, Mataram and the affected areas in West Nusa Tenggara (NTB) province -which was signed on 23 August 2018– stipulates special instructions to the following cabinet ministers:

Minister of Public Works and Public Housing (PUPR) is instructed to rebuild public infrastructures as well as to rebuild education facilities, health facilities, facilities related to religious affairs, economic-supporting facilities and basic infrastructure affected by the quake.

The aforementioned responsibilities are funded by the State Budget.

The President also instructs Minister of Public Works and Public Housing to propose budgetary needs for the rehabilitation and reconstruction to Head of the National Disaster Mitigation Agency (BNPB) for 2018 Fiscal Year and 2019 Fiscal Year.

Minister of Home Affairs is instructed to provide budget related to rehabilitation and reconstruction in the 2018 Regional Budget (APBD) and 2018 Budget Amendments, and in prospective 2019 Budget.

Minister of Religious Affairs is instructed to coordinate with the BNPB, Minister of Public Works and Public Housing and local governments for post-quake rehabilitation and reconstruction related to religious facilities and religious education facilities.

Minister of Education and Culture is instructed to coordinate with Head of the BNPB, Minister of Public Works and Public Housing, and local governments for post-quake rehabilitation and reconstruction of educational facilities damaged by the disaster as well as to restore learning activities at schools in the affected areas

Minister of Health is instructed to coordinate with Head of the BNPB, Minister of Public Works and Public Housing, and local governments for post-quake rehabilitation and reconstruction of health facilities and health infrastructure, to conduct prevention and control of diseases as well as to provide health services, medical rehabilitation, and pharmacy to disaster-affected communities.

Minister of Social Affairs is instructed to provide social rehabilitation and social protection to communities in the affected areas, and coordinate with Head of the BNPB, Minister of Public Works and Public Housing, and local governments for post-quake rehabilitation and reconstruction related to social rehabilitation and social protection.

Minister of Energy and Mineral Resources is instructed to provide electricity and fuel, investigate quake-prone areas, provide recommendations and coordinate with Head of the BNPB, Minister of Public Works and Public Housing and local governments in post-quake rehabilitation and reconstruction.

Minister of Communication and Informatics is instructed to provide public information and communication management to accelerate the post-quake rehabilitation and reconstruction.

Minister of the Environment and Forestry is instructed to control the pollution and environmental damage caused by disasters, including the damage of agricultural infrastructure.

Minister of State-Owned Enterprises is instructed to lead SOEs to support the acceleration of the post-quake rehabilitation and reconstruction.

Minister of Cooperatives and Small and Medium Enterprises is instructed to provide business restructuring of cooperatives and micro, small and medium enterprises affected by the quake, and to coordinate with Head of the BNPB, Minister of Public Works and Public Housing, and local governments for post-quake rehabilitation and reconstruction related to facilities and infrastructure of cooperatives and micro, small and medium enterprises.

Minister of Trade is instructed to restore trade activities to accelerate economic recovery in disaster affected areas and to coordinate with Head of the BNPB, Minister of Public Works and Public Housing, and local governments for post-quake rehabilitation and reconstruction of trade facilities and infrastructure.

Minister of Finance is instructed to revise of the budget according to the proposal from Government ministries/agencies to accelerate the post-quake rehabilitation and reconstruction; provide budget allocations according to the proposal from Head of the BNPB to accelerate post-quake rehabilitation and reconstruction; coordinate with Head of BNPB for allocation and disbursement of rehabilitation and reconstruction grants to local governments; and handover state-owned properties related to rehabilitation and reconstruction activities.

Minister of Agrarian and Spatial Planning/Head of the National Land Agency is instructed to provide land and spatial planning for post-quake rehabilitation and reconstruction; to coordinate with the Head of BNPB, Minister of Public Works and Public Housing, and local governments for post-quake rehabilitation and reconstruction.

The President instructs the aforementioned ministers to carry out the Presidential Instruction with full responsibility.

The Presidential Instruction was promulgated on 23 August 2018 and shall come into force after the date of its promulgation. (Pusdatin/ES) (RI/EP/Naster)
