President Jokowi Issues Presidential Decree on National Committee for G20 Summit Presidency
In a bid to optimize Indonesia’s position as the host of the G20 Summit presidency in 2022, President Joko “Jokowi” Widodo issued Presidential Decree Number 12 of 2021 on the National Committee for Organizing the G20 Summit Presidency in Indonesia. This Presidential Decree was enacted in Jakarta on 27 May 2021.
“Forming the National Committee for Organizing the G20 Summit Presidency in Indonesia, hereinafter referred to as the National Committee. The National Committee as referred to is located in the Capital City of the Republic of Indonesia,” Article 1 of the decree reads.
Indonesia has been appointed as the host at the 15th G20 Summit in Riyadh on 22 November last year. The G20 Summit Presidency shall include the preparation and holding of a series of meetings of the G20 Summit Presidency in 2021 and 2022, which consists of summit meeting, ministers and central bank governors meeting, Sherpa meeting, deputy-level meeting, working group meeting, engagement group meeting, side-event programs, and Road to 2020 G20 Summit in Indonesia program.
“The Summit Meeting referred to is in the form of the 2020 G20 Summit,” the decree reads. The 2022 G20 Summit will be held in Bali, in the fourth quarter of 2022.
The duty of the national committee shall include:
- to compile and determine the master plan for the implementation of the G20 Summit Presidency in Indonesia, including determining the theme, priority agenda, and a series of activities for the G20 Summit Presidency;
- to compile and determine the working plan and budget for the implementation of the G20 Summit Presidency in Indonesia;
- to prepare and hold summit meeting, ministers and central bank governors meeting, Sherpa meeting, deputy-level meeting, working group meeting, and engagement group meeting in partnership with the G20 Troika, G20 member countries, and international organizations;
- to prepare and hold side-event programs;
- to prepare and hold Road to 2020 G20 Summit in Indonesia programs;
- to monitor the holding of the G20 Summit in Indonesia.
“The working period of the National Commitee shall start from the date of stipulation of this Presidential Decree until 31 December 2022,” the decree reads.
Based on the provisions of this decree, the National Committee shall consist of Steering Committee, Chairpersons, Persons in Charge of Divisions, Daily Coordinators, and Secretariat.
The National Steering Commitee shall consist of President and Vice President of the Republic of Indonesia, Coordinating Minister for Maritime Affairs and Investment, and Coordinating Minister for Human Development and Culture.
Then, Chairpersons for Sherpa Track Division include Coordinating Minister for Economic Affairs (Chairperson I) and Minister of Foreign Affairs (Chairperson II); Chairpersons for Finance Track Division include Minister of Finance (Chairperson I) and Bank Indonesia Governor (Chairperson II); Chairperson for Event Support Division is Coordinating Minister for Political, Legal, and Security Affairs.
“to determine the master plan for the implementation of the 2022 G20 Summit, ministers and central bank governors meeting, Sherpa meeting, deputy-level meeting, working group meeting, and engagement group meeting,” the decree states one of the duties of the Chairpersons of the Divisions.
Furthermore, the Person in Charge of Logistics and Infrastructure is Minister of State Secretariat and Cabinet Secretary as one of the members; the Person in Charge of Communication and Media is Minister of Communication and Informatics; the Person in Charge of Side-Events is Minister of Trade; the Person in Charge of Security is the Commander of the Indonesian National Defense Forces.
The Daily Coordinators includes Daily Coordinator for Sherpa Track and Daily Coordinator for Finance Track. Several high-ranking officials from related Ministries/Institutions will fill the position.
In carrying out its duties, the Sherpa Track Division, the Finance Track Division, and the Event Support Division are supported by related Secretariat, namely Secretariat of Sherpa Track, Secretariat of Finance Track, and Secretariat of Event Supports.
Several high-ranking officials from relevant Ministries/Institutions join the National Committee including Deputy Cabinet Secretary for Economic Affairs (as member of Secretariat). In addition, Regional Secretary of Bali Province is also a member of Secretariat.
In accordance with the provisions of this decree, in carrying out its duties, the National Committee shall cooperate and/or coordinate with ministerial/non-ministerial government institutions, central and regional government institutions, the private sector, as well as other party deemed necessary.
“All costs required for the implementation of this Presidential Decree shall be borne by the State Budget of related Ministries/Institutions; the 2021 and 2022 Regional Budget; the 2021 and 2022 Budget of Bank Indonesia; an/or other legal sources of financing, in accordance with the provisions of laws and regulations,” the end of the decree reads, which shall come into effect as of the date of its stipulation.
