President Jokowi Issues Presidential Regulation on National Committee on Transportation Safety

President Joko “Jokowi” Widodo has issued Regulation of President of the Republic of Indonesia Number 102 of 2022 on the National Committee on Transportation Safety.

“To improve effectivity and efficiency of the implementation of tasks and functions of the National Committee on Transportation Safety, it is deemed necessary to amend Presidential Regulation Number 2 of 2012 on the National Committee on Transportation Safety,” as quoted on Presidential Regulation which can be  accessed on the website of JDIH Sekretariat Kabinet.

The National Committee on Transportation Safety (KNKT) is an independent institution in investigating transportation accidents and the nonstructural institution is under and responsible to the President.

In performing the task of transportation accident investigation, the KNKT serves the following the functions:

  1. inquiring data and information from individuals, operators, staff/officials of related institutions, related institutions, institutions/organizations of related profession, and/or other parties;
  2. collecting, processing, analyzing, and presenting data in a systematic and objective manner on the cause of transportation accident;
  3. formulating report on the result of transportation accident investigation;
  4. making suggestion and/or recommendation in the final report of transportation accident investigation;
  5. carrying out coordination and cooperation in transportation accident investigation;
  6. carrying out evaluation, monitoring, clarification, research, and dissemination based on recommendation in the final report of transportation accident investigation; and
  7. organizing information system of transportation accident investigation.

The KNKT membership is composed of one chairperson, who also serves as member, one deputy chairperson, who also serves as member, and four members.

“To ensure that the tasks of the KNKT can be carried out smoothly in transportation accident investigation, the KNKT is assisted by investigators,” the Presidential Regulation stated.

In performing its tasks and functions, the KNKT is independent, objective, and professional; responsible of the objectivity and the validity of the result of transportation accident investigation; follows the provisions of laws and regulations; and keeps the data, document, and information of transportation accident investigation secret.

Chairperson, deputy chairperson, and members of the KNKT are appointed for a four-year term of office since the Presidential Regulation on the appointment of chairperson, deputy chairperson, and members of KNKT was stipulated. .

“Chairperson, deputy chairperson, and members of the KNKT may be reappointed through a selection for the following one term of office,” the Presidential Regulation stated.

Chairperson of the KNKT submits report to the President on the implementation of the task at least once in a year or whenever the President needs it. Furthermore, he/she also submits performance report at the end of term of office to the President.

Presidential Regulation Number 102 of 2022 comes to take effect since the date it was stipulated on 15 July 2022. By the time this Presidential Regulation comes into effect, Presidential Regulation Number 2 of 2012 on the National Committee on Transportation Safety is revoked and declared null. (UN)(AW/EP)
