President Jokowi Signs Presidential Instruction on Action Plan on Drugs

Stop-Narkoba-300x183In order to strengthening National Action Plan on Illicit Drug Distribution, Prevention, Eradication, and Abuse and Narcotics Precursors known as P4GN (Penguatan Pencegahan dan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkotika dan Prekursor Narkotika) of 2018-2019, on 28 August 2018, President Joko “Jokowi” Widodo signed Presidential Instruction Number 6 of 2018 on the 2018-2019 P4GN National Action Plan.

The President instructs the following officials to implement the National Action Plan and to report the progress to the President through the National Anti-Narcotics Agency (BNN) at the end of the fiscal year:

  1. Ministers of the Working Cabinet;
  2. Cabinet Secretary;
  3. Attorney General;
  4. Chief of the Indonesian National Police (Polri);
  5. Commander of the Indonesian National Defense Forces (TNI);
  6. Chief of the National Intelligence Agency (BIN);
  7. Heads of Non-Ministerial Institutions;
  8. Heads of Secretariat of Government Institutions;
  9. Governors; and
  10. Regents/Mayors.

In particular, the President assigns Coordinating Minister for Political, Legal and Security Affairs, to facilitate the BNN so it can coordinate with other ministries and institutions to implement the 2018-2019 P4GN National Action Plan.

The President also instructs Minister of Home Affairs to coordinate regional governments to implement the National Action Plan.

Furthermore, Minister of National Development Planning (PPN)/Head of National Development Planning Agency (Bappenas), has been assigned by President Jokowi to conduct monitoring as well as evaluation of the implementation.

“Cabinet Secretariat shall supervise the implementation of this Presidential Instruction,” reads the THIRD dictum point 4 of the Instruction.

In the meantime, the President instructs the Head of the BNN to: a. coordinate with related ministries and institutions to implement the 2018-2019 P4GN National Action Plan; b. collaborate with Minister of Home Affairs to coordinate regional governments to implement the 2018-2019 P4GN National Action Plan; c. collaborate with Minister of National Development Planning (PPN)/Head of National Development Planning Agency (Bappenas) to monitor and evaluate the implementation of the 2018-2019 P4GN National Action Plan.

The Head of the BNN is instructed to report to the President: 1. the results of the monitoring and evaluation of the implementation of the 2018-2019 P4GN National Action Plan in collaboration with Minister of National Development Planning (PPN)/Head of National Development Planning Agency (Bappenas) once in 6 months or if needed; and 2. the results of the implementation of the 2018-2019 P4GN National Action Plan based on reports from ministries, institutions and regional governments at the end of the fiscal year.

The implementation of the 2018-2019 P4GN National Action Plan, according to the Instruction, may involve the participation of the community as well as business doers in accordance with the provisions of laws and regulations.

“This Presidential Instruction shall apply as of the date of its promulgation,” reads the last part of Presidential Instruction Number 6 of 2018 issued in Jakarta on 28 August 2018. (Pusdatin/ES) (GWH/MMB/Naster)
