President Jokowi Signs Presidential Instruction on FIFA U-20 World Cup Organization

In a bid to support the organization of FIFA U-20 World Cup to be held in 2021, President Joko “Jokowi” Widodo has signed Presidential Instruction Number 8 of 2020.

Under the Instruction, President Jokowi ordered Coordinating Minister for Human Development and Culture, Minister of State Secretary, Minister of Home Affairs, Minister of Foreign Affairs, Minister of Law and Human Rights, Minister of Finance, Minister of Health, Minister of Manpower, Minister of Trade, Minister of Public Works and Public Housing, Minister of Transportation, Minister of Communication and Informatics, Minister of National Development Planning/Head of the National Development Planning Agency (Bappenas), Minister of State-Owned Enterprises, Minister of Tourism and Creative Economy/Head of the Tourism and Creative Economy Agency, Minister of Youth and Sports, Cabinet Secretary, Attorney General, Commander of the Indonesian National Defense Forces (TNI), Chief of the Indonesian National Police (Polri), Head of the Development and Finance Supervisory Agency (BPKP), Governor of Jakarta, Governor of West Java, Governor of Central Java, Governor of East Java, Governor of Bali, Governor of South Sumatra, Mayor of Palembang, Mayor of Bandung, Mayor of Surakarta, Mayor of Denpasar, Mayor of Surabaya, Regent of Gianyar, Regent of Bandung, Regent of Badung, and Regent of Bangkalan.

“To take measures according to their respective duties, functions, and authorities in a coordinated and integrated manner to support the organization of FIFA U-20 World Cup in 2021,” the FIRST Dictum of the Presidential Instruction reads.

Based on the Instruction, the President also gives specific assignments to Minister for Human Development and Culture, Minister of State Secretary, Minister of Home Affairs, Minister of Finance, Minister of Youth and Sports, Minister of National Development Planning/Head of the National Development Planning Agency (Bappenas), Minister of Public Works and Public Housing, Minister of Transportation, Minister of Health, Minister of Foreign Affairs, Minister of Manpower, Minister of Trade, Minister of Tourism and Creative Economy/Head of the Tourism and Creative Economy Agency, Minister of Communication and Informatics, Minister of State-Owned Enterprises, Commander of the Indonesian National Defense Forces (TNI), Chief of the Indonesian National Police (Polri), Head of the Development and Finance Supervisory Agency (BPKP), Attorney General, Governor of West Java as well as the Mayor and Regent of Bandung, Governor of Central Java as well as the Mayor of Surakarta, Governor of East Java as well as the Mayor of Surabaya and Regent of Bangkalan, Governor of South Sumatra as well as the Mayor of Palembang, and Governor of Bali as well as the Regent of Gianyar, Mayor of Denpasar, and Regent of Badung.

The assignments which are specifically given to the Minister of Public Works and Public Housing are:

  1. to allocate budget to renovate Manahan Stadium in Surakarta and Kapten I Wayan Dipta Stadium in Gianyar Regency;
  2. to allocate budget to renovate training fields in several regions, such as:
    1. Palembang that covers: Jakabaring 1 Athletic Stadium in Palembang City, Jakabaring Archery Arena in Palembang City, and Jakabaring Baseball Field in Palembang City;
    2. Bandung that covers: Sidolig Stadium in Bandung City, Fields at Jatinangor State Institute of Public Administration in Sumedang Regency, and Jati Padjadjaran Stadium at the Padjadjaran University in Jatinangor, Sumedang Regency;
    3. Surakarta that covers: Sriwedari Stadium, Kota Barat Field, Banyuanyar Field, and Sriwaru Field in Surakarta City;
    4. Bali that covers: I Gusti Ngurah Rai Stadium in Denpasar City, Gelora Trisakti Stadium in Badung Regency, Kompyang Sujana Stadium in Denpasar City, and Gelora Samudra Stadium in Badung Regency; and
    5. Surabaya that covers: Gelora Bangkalan Stadium in Bangkalan Regency.
  3. to coordinate with ministries/institutions/provincial/regencies/city governments on facilities that will be renovated for the organization of FIFA U-20 World Cup in 2021;
  4. to accelerate the procurement of construction services that will be involved in the renovation of facilities to be used for the organization of FIFA U-20 World Cup in 2021;
  5. to hand over renovated facilities to relevant ministries/institutions/regional governments;
  6. to coordinate with the Indonesian Football Association (PSSI) to determine facilities and venues (main venues and training fields) for the 2021 FIFA U-20 World Cup.

The aforementioned officials must follow the Presidential Instruction with full responsibility.

“This Presidential Instruction shall apply as of the date of its promulgation,” the Presidential Instruction which was signed by President Jokowi on 15 September 2020 reads. (EN)
