President Jokowi Signs Presidential Instruction on Forest, Land Fires Mitigation
In a bid to achieve strengthened prevention of forest and land fires across the territory of the Republic of Indonesia and to enforce the law on the mitigation of forest and land fires, President Joko “Jokowi” Widodo on 28 February 2020 signed Presidential Instruction Number 3 of 2020 on Mitigation of Forest and Land Fires.
The President issued this Presidential Instruction to Coordinating Minister for Political, Legal and Security Affairs; Minister of Home Affairs; Minister of Foreign Affairs; Minister of Finance; Minister of Education and Culture; Minister of Health; Minister of Social Affairs; Minister of Public Works and Public Housing; Minister of Transportation; Minister of Communications and Informatics; Minister of Agriculture; Minister of the Environment and Forestry; Minister of Villages, Development of Disadvantaged Areas, and Transmigration; Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency; Minister of National Development Planning/ Head of the National Development Planning Agency; Minister of State-Owned Enterprises; Cabinet Secretary; Attorney General; Commander of the Indonesian National Defense Forces (TNI); Head of the Indonesian National Police (Polri); Head of the National Disaster Management Agency; Head of the Meteorology, Climatology and Geophysics Agency; Head of Geospatial Information Agency; Head of the National Aeronautics and Space Agency; Head of the National Search and Relief Agency; Head of the Technology Assessment and Application Agency; Governors; and Regents/Mayors.
Under this Presidential Instruction, the President called for intensified efforts to mitigate forest and land fires across the territory of the Republic of Indonesia, among others through prevention of forest and land fires, suppression of forest and land fires, and handling of post-forest and land fires.
The President also ordered upholding law enforcement against forest and land fires crimes as well as payment of compensation in accordance with the level of damage or consequence needed for rehabilitation costs, restoration of forest and land conditions, or other necessary actions, and imposition of administrative sanctions in accordance with the provisions of laws and regulations.
President Jokowi also instructed his administration to coordinate policies on forest and land fires prevention in a planned, integrated and comprehensive manner, coordinate and control ministries/institutions in an effort to mitigate forest and land fires, and monitor and evaluate forest and land fires mitigation efforts.
President Jokowi specifically instructed the second dictum to Minister of Home Affairs, Minister of Foreign Affairs, Minister of Education and Culture, Minister of Health, Minister of Social Affairs, Minister of Public Works and Public Housing, Minister of Transportation, Minister of Communications and Informatics, Minister of Agriculture, Minister of the Environment and Forestry, Minister of Villages, Development of Disadvantaged Regions, and Transmigration, Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency, Minister of State-Owned Enterprises, Attorney General, Commander of the TNI, Chief of the Polri, Head of the National Agency for Mitigation Disaster, Head of the Meteorology, Climatology and Geophysics Agency, Head of the Geospatial Information Agency, Head of the National Aeronautics and Space Agency, Head of the National Search and Relief Agency, Head of the Technology Assessment and Application Agency, Governors, and Regents/Mayors.
“Minister of Finance and Minister of National Development Planning/Head of the National Development Planning Agency are tasked to provide synchronization support for planning and budgeting in an effort to mitigate forest and land fires at the national, provincial, and regency/city levels,” the third dictum reads.
In the fourth dictum, the President instructed Cabinet Secretary to supervise the implementation of this Presidential Instruction and coordinate the reporting to the President.
“Financing of efforts to mitigate forest and land fires shall be borne to state ministry/institution’s state budget and regional budget, and other legal and non-binding sources in accordance with the provisions of laws and regulations,” the fifth dictum reads.
The sixth dictum of this Presidential Instruction reads that Presidential Instruction Number 11 of 2015 on Improved Control of Forest and Land Fires is revoked and declared invalid.
“This Presidential Instruction shall be carried out with full responsibility,” the seventh dictum reads.
This Presidential Instruction shall apply from the date of its promulgation on 28 Feb 2020. (EN)
