President Jokowi Signs Presidential Regulation on Infrastructure Construction, Rehabilitation

In a bid to improve the quality of Manahan Solo Stadium in Surakarta, Central Java, to support tasks and functions of the National Sports Council (KONI), as well as to provide sports and entrepreneurship facilities in a number of universities, the Government considers it necessary to carry out renovation, expansion and construction.

In addition to that, to restore the function of a market to support economic activities, the Government sees the need to rehabilitate the Atas Market building in Bukittinggi, Aksara Market building in Medan, and Prawirotaman Market building in Yogyakarta.

Based on these considerations, on 13 August 2018, President Joko “Jokowi” Widodo signed Presidential Regulation Number 64 of 2018 on Manahan Stadium Renovation and Expansion, Construction of KONI Building in Jakarta, Development of Sports and Entrepreneurship Facilities at Cendrawasih University in Jayapura, Musamus University in Merauke, and Papua University in Manokwari, as well as Rehabilitation of Atas Market in Bukittinggi, Aksara Market in Medan, and Prawirotaman Market in Yogyakarta (link: Presidential Regulation Number 64 of 2018).

“The Government assigns Ministry of Public Works and Public Housing to carry out renovation and development, building construction, development of sports and entrepreneurship facilities, as well as rehabilitation of market buildings as intended,” Article 1 paragraph (2) of the Presidential Regulation reads.

The renovation and expansion of Manahan Stadium, according to the Regulation, is carried out in order to improve the quality of the Stadium’s infrastructure and facilities, so it can be used for organizing international standard sports activities.

“The renovation and expansion as intended are carried out at the existing building on a land owned by regional government,” Article 2 paragraph (2) of the Regulation reads.

Meanwhile, the construction of the KONI Building in Jakarta, according to the Regulation, is carried out in order to tasks and functions of the KONI as well as sport associations that aims to improve national sports performance.

“The development is carried out on a state-owned land,” Article 3 paragraph (2) of the Regulation reads.

The development of sports and entrepreneurship facilities at the Cendrawasih University in Jayapura, Musamus University in Merauke, and Papua University in Manokwari, according to the Regulation, is carried out in order to enhancing the role of these universities in the field of sports and entrepreneurship.

In the meantime, the rehabilitations of Atas Market in Bukittinggi, Aksara Market in Medan, and Prawirotaman Market in Yogyakarta, according to the Regulation, aims at restoring their functions to support economic activities.

“The implementation of rehabilitation activities is carried out on land owned by the regional government,” Article 5 paragraph (2) of the Regulation reads.

The Regulation also describes that Minister of Public Works and Public Housing shall hand over the renovated Manahan Stadium as well as facilities and public utilities to Surakarta Municipality Government, (Central Java Province); the newly constructed KONI building as well as its facilities and public utilities shall be handed over to Minister of State Secretary; the building for sports and entrepreneurship facilities of Cendrawasih University, Musamus University, and Papua University that have developed shall be handed over to Minister of Research and Technology and Higher Education; Atas Market, Aksara Market, and Prawirotaman Market which have been rehabilitated shall be handed over to Surakarta Municipality Government, Medan Municipality Government, and Yogyakarta Municipality Government.

“The funding needed for the renovation and expansion of Manahan Stadium, construction of KONI Building in Jakarta, development of sports and entrepreneurship facilities at Cendrawasih University in Jayapura, Musamus University in Merauke, and Papua University in Manokwari, rehabilitation of Atas Market in Bukittinggi, Aksara Market in Medan, and Prawirotaman Market in Yogyakarta shall be funded by State Budget on the account Ministry of Public Works and Public Housing” reads Article 9 of this Regulation.

The Minister who organizes Government affairs in the field of public works and public housing, according to this Regulation, periodically reports the progress of the renovation, expansion, construction and rehabilitation as intended to the President if needed.
