President Jokowi Signs Presidential Regulation on Provision, Distribution of LPG for Targeted Fishermen, Farmers

In a bid to ensure national energy security and to improve the welfare of Targeted Fishermen and Targeted Farmers, the Government deemed it necessary to issue policies on energy diversification in the form of provision and distribution of Liquefied Petroleum Gas (LPG) of fishing vessels for targeted fishermen and water pumping machines for targeted farmers.

In this regard, President Joko “Jokowi” Widodo on 12 June 2019 has signed Presidential Regulation Number 38 of 2019 on Provision, Distribution, and Determination of LPG Prices of Fishing Vessels for Targeted Fishermen and Water Pumping Machines for Targeted Farmers.

Under this regulation, the target for providing and distributing LPG of fishing vessels for Targeted Fishermen (people whose livelihoods are fishing to meet their daily needs) and water pumping machines for Targeted Farmers (people who have the most extensive agricultural land of 0.5 (zero point five) hectares, except for transmigrants of 2 (two) hectares, and who do their own food crop or horticulture business) is aimed for fishing vessels for Targeted Fishermen who use outboard engines or internal machines that operate daily and water pumping machine for Targeted Farmers who use water pumping machines in conducting food crops or horticulture.

“Provision and distribution of LPG for fishing vessels for Targeted Fishermen and water pumping machines for Targeted Farmers using 3-kilogram LPG canister for households and micro businesses,” reads Article 3 of this Presidential Regulation.

Provision and distribution of LPG of fishing vessels for Targeted Fishermen and water pumping machines for Targeted Farmers, under this Presidential Regulation, are carried out in stages in certain areas within the territory of the Unitary State of the Republic of Indonesia.

The implementation of provision and distribution of LPG of fishing vessels for Targeted Fishermen as intended begins with the provision of a free initial package by the Central Government in the form of ship engine, fish catcher converter kit and its installation consisting of distribution pipes, regulators, mixers and other equipment, 3-kilogram LPG canister and its contents, and ancillary equipment.

Meanwhile, the implementation of provision and distribution of LPG of water pumping machines for Farmers as intended begins with the provision of a free initial package by the Central Government in the forms of water pumping machine; water pumping machine converter kit and its installation consisting of regulators, mixers and other equipment, 3-kilogram LPG canister and its contents, and ancillary equipment.

“Free distribution as intended is only applied once for each Targeted Fisherman or Targeted Farmers, carried out by SOEs based on assignments from the Minister,” reads Article 5 paragraphs (3,4) of this Presidential Regulation.

The SOEs as intended, under this regulation, is responsible for the smooth implementation of the provision and distribution of LPG of fishing vessels for Targeted Fishermen and water pumping machines for Targeted Farmers.

“This Presidential Regulation shall take effect on the date of its promulgation,” reads Article 13 of Presidential Regulation Number 38 of 2019, promulgated by Minister of Law and Human Rights Yasonna H. Laoly on 17 June 2019. (Center for Data and Information of Cabinet Secretariat/ES)
