President Jokowi Signs Regulation on Regional Government Implemention Report, Evaluation

25maretIn a bid to implement provisions on Article 74 Law Number 23 of 2014 on Regional Government, President Joko “Jokowi” Widodo on 13 March 2019 signed Government Regulation Number 13 of 2019 on Regional Government Implemention Report and Evaluation.

In that Government Regulation, Regional Government implementation report and evaluation to cover: a. the Regional Government Implementation Report (LPPD) submitted by Regional Government to the Central Government; b. Accountability Report (LKPJ) submitted by Regional Government to the Regional House of Representatives (DPRD); c. Summary of Regional Government Implementation Report (RLPPD) submitted by Regional Government to the public; d. Regional Government Implementation Evaluation (EPPD) submitted by the Central Government to Regional Government at Provincial and Regency/City Levels.

“The LPPD, LKPJ, RLPPD, and EPPD shall be compiled based on these principles: a. transparency; b. accountability; c. accuracy; and d. objectivity,” Article 3 of the Regulation reads.

Based on this Regulation, the Regional Heads shall comply the LPPD according to the format set by the Minister. The report shall be compiled by collecting the necessary data in accordance with performance indicators, and must be verified or validated by the regional inspectorate.

“Governor shall submit the Provincial LPPD to the President through the Minister once a year,” Article 11 paragraph (1) of the Government Regulation reads. In addition, Regent/Mayor shall submit the Regency/City LPPD to the Minister through Governor as the representative of the Central Government once a year.

The LPPD will be used as a basis to make EPPD and assessment, policy formulation, and guidance conducted by ministries / non-ministerial government institutions.

The LKPJ is compiled in a format set by the Minister and based on the implementation of programs and activities stipulated in annual plan and budget document.

Based on the Government Regulation, Regional Heads shall submit the LKPJ to the DPRD in an annual plenary meeting. Afterwards, the DPRD must hold a session to discuss the LKPJ no later than 30 days since the report is received.

Meanwhile, the RLPPD must be submitted by the Regional Heads to the public at the same time as the submission of LPPD to the Central Government.

The Minister shall compile the EPPD based on the submitted Provincial LPPD, meanwhile the Government shall compile the EPPD based on the submitted the Regency/City LPPD.

“This Government Regulation shall apply as of the date of its promulgation,” Article 41 of Govenment Regulation Number 13 of 2019 which was stipulated by Minister of Law and Human Rights Yasonna H. Laoly on 13 March 2019 reads. (Pusdatin/ES)
