Presidential Instruction 2/2020 Stipulates Anti-Drug Action Plan

President Joko “Jokowi” Widodo on 28 February 2020 signed Presidential Instruction Number 2 of 2020 on the National Action Plan for Prevention and Eradication of Narcotic Abuse and Illegal Distribution of Narcotic and Narcotic Precursor (P4GN). The Instruction aims to strengthen efforts to prevent and eradicate narcotic abuse and illegal distribution of narcotic and narcotic precursor.

The Presidential Instruction states that the President instructs Cabinet Ministers, Cabinet Secretary, Attorney General; Chief of the Indonesian National Police (Polri), Commander of the Indonesian National Defense Forces (TNI), Head of the State Intelligence Agency, Heads of Non-ministerial Government Institutions, Secretaries of State Institutions, Governors and Regents/Mayors to implement the 2020-2024 National Action Plan for Prevention and Eradication of Narcotic Abuse and Illegal Distribution of Narcotic and Narcotic Precursor as stipulated in the appendix of the Presidential Instruction and report the results of the implementation to the President through the Head of the National Anti-Narcotics Agency (BNN) at the end of the fiscal year. The President instructs the Coordinating Minister for Political, Legal, and Security Affairs to facilitate the Head of the BNN in coordinating Government ministries and institutions to implement the 2020-2024 P4GN National Action Plan.

The President also instructs the Minister of Home Affairs to provide guidance and supervision to regional governments in facilitating and implementing the 2020-2024 P4GN National Action Plan.

In addition, the President also instructs the Minister of National Development Planning (PPN)/Head of the National Development Planning Agency (Bappenas) to coordinate activity planning and budgeting for the implementation of the 2020-2024 P4GN National Action Plan; and monitor and evaluate the implementation of the 2020-2024 P4GN National Action Plan.

The President also instructs the Cabinet Secretary to supervise the implementation of the Presidential Instruction.

The Presidential Instruction also states that the President instructs Head of the BNN to: a. coordinate Government ministries and institutions as well as regional governments in implementing the 2020-2024 P4GN National Action Plan; b. conduct monitoring and evaluation of the implementation of the 2020-2024 P4GN National Action Plan, together with the Minister of the National Development Planning/Head of the National Development Planning Agency (Bappenas); and c. report to the President: 1. Results of monitoring and evaluation of the implementation for the 2020-2024 P4GN National Action Plan, together with  the Minister of the National Development Planning/Head of the National Development Planning Agency (Bappenas), every 6 (six) months or at any time if necessary; and 2. The results of the 2020-2024 P4GN National Action Plan based on reports from Government ministries, agencies, and regional governments at the end of each fiscal year.

“The implementation of the P4GN National Action Plan is financed by the State Budget (APBN) in the budget section of the Government Ministries and Institutions, as well as Regional Budget (APBD) and other non-binding sources in accordance with the provisions of Laws and Regulations,” the FOURTH Dictum of the Presidential Instruction reads.

The implementation of the P4GN National Action Plan, according to the Presidential Regulation, includes the role of communities and business sectors in accordance with the provisions of Laws and Regulations.

‘To implement the Presidential Instruction with full responsibility,” the SIXTH dictum of the Presidential Instruction reads. The Presidential Instructions shall apply as of the date of its enactment, the Instruction reads. (EN)
