Presidential Instruction on Lombok Post-Quake Reconstruction Issued

President Joko “Jokowi” Widodo on 23 August 2018 signed Presidential Instruction Number 5 of 2018 on Acceleration of Post-Quake Rehabilitation and Reconstruction in West Lombok, North Lombok, Central Lombok, East Lombok, Mataram, and other affected areas in West Nusa Tenggara (NTB) Province in order to accelerate post-quake rehabilitation and reconstruction in Lombok as well as to restore social and economic life of the people in the affected areas. President Jokowi through the Presidential Instruction instructs 19 Cabinet Ministers, Commander of the Indonesian National Defense Forces (TNI), Chief of the Indonesian National Police, Attorney General, Head of the National Disaster Mitigation Agency (BNPB), Head of the Finance and Development Supervisory Agency (BPKP), Head of the Government Procurement Agency (LKPP), Governor of West Nusa Tenggara, Regent of West Lombok, Regent of North Lombok, Regent of Central Lombok, Regent of East Lombok, and Mayor of Mataram to accelerate rehabilitation and reconstruction after the quake that resulted in casualties, displacement, damage and losses in the affected areas of West Nusa Tenggara Province,

The aforementioned  ministers are: 1. Coordinating Minister for Political, Legal and Security Affairs; 2. Coordinating Minister for Human Development and Culture; 3. Coordinating Minister for the Economy; 4. Coordinating Minister for Maritime Affairs; 5. Minister of Public Housing and Public Works; 6. Minister of Home Affairs; 7. Minister of Religious Affairs; 8. Minister of Education and Culture; 9. Minister of Health; 10.Minister of Social Affairs; 11. Minister of Energy and Mineral Resources; 12. Minister of Communication and Informatics; 13. Minister of the Environment and Forestry; 14. Minister of Agriculture; 15. Minister of State-Owned Enterprises; 16. Minister of Cooperatives and Small and Medium Enterprises; 17. Minister of Trade; 18. Minister of Finance; and 19. Minister of Agrarian and Spatial Planning/Head of the National Land Agency.

Rehabilitation activities, according to the Presidential Instruction, consist of: 1. Rebuilding disaster-affected areas; 2. Rebuilding public infrastructure and facilities; 3. Providing assistance to repair people’s houses; 4. Providing psychological and social recovery; 5. Providing health services; 6. Providing social, economic and cultural recovery; 7. Restoring security and order; 8. Implementing recovery of Government services; and 9. Implementing recovery of public services.

The Presidential Instruction further stipulates that reconstruction activities consist of: 1. Rebuilding infrastructure and facilities; 2. Rebuilding social facilities; 3. Reviving social and cultural life of the community; 4. Applying the right design and disaster-proof materials; 5. Engaging social institutions and organizations, business entities and communities; 6. Improving social, economic and cultural conditions; 7 Improving public services; and 8. Improving services for communities.

“Rehabilitation and reconstruction of educational facilities, health facilities, facilities related to religious affairs, and economic-supporting facilities shall be completed no later than the end of December 2018 while other facilities shall be completed no later than December 2019,” the Presidential Instruction states.

The Presidential Instruction also provides specific instructions to Coordinating Minister for Political, Legal and Security Affairs to coordinate Government ministries and agencies to maintain political, legal and security stability in the affected areas, while Coordinating Minister for Human Development and Culture is instructed to coordinate the acceleration of the post-quake rehabilitation and reconstruction.

The Presidential Instruction further instructs Coordinating Minister for the Economy to coordinate Government ministries and agencies in solving problems regarding the economy constrained by disasters while Coordinating Minister for Maritime Affairs is instructed to facilitate the coordination of ministries / institutions to accelerate the post-quake rehabilitation and reconstruction through the management of maritime resources.

The Presidential Instruction emphasizes that during the rehabilitation and reconstruction period, the regional and local Governments have to provide regular public services in cooperation with the National Disaster Mitigation Agency (BNPB).

The Presidential Instruction further instructs the aforementioned State Apparatus to responsibly implement the provision of the Instruction.

The Instruction was promulgated on 23 August 2018 and shall come into force on the date of  its promulgation. (Pusdatin/ES) (RI/EP/Naster)
