The Government has not decided to cancel Professional Competency Test (SKB) for selection process of Civil Servant Candidates (CPNS) of the 2019 recruitment year amidst COVID-19 pandemic; the test will be postponed instead.

“Like Basic Competency Test (SKD), the Professional Competency Test (SKB) is also part of the series of recruitment process which the result will determine whether the participants pass the selection test,” Acting Head of Public Relations Bureau of the National Civil Service Agency (BKN) Paryono stated in a press release.

He went on to say that the Professional Competency Test, which is planned to take place from 25 March 2020, will be postponed indefinitely.

The postponement, he added, has been announced by the National Selection Committee (Palselnas) through Circular of Minister of State Apparatus Empowerment and Bureaucratic Reform Number B/318/M/SM/01.00/2020 dated 17 March 2020 on the Postponement of Professional Competency Test for the 2019 Recruitment Process of Civil Servant Candidates, with reference to Regulation of Minister of State Apparatus Empowerment and Bureaucratic Reform Number 23 of 2019 on the Criteria for Determining Vacancies of Civil Servant and Implementation of the 2019 Recruitment Process of Civil Servant Candidates, and Circular of Head of the BKN Number K 26-30/V 205-4/99 on the Schedule for the Implementation of the 2019 Recruitment Process of Civil Servant Candidates.

The decision of test postponement is based on the recent situation related to the COVID-19 pandemic, which has been declared as national disaster.

“For the record, weighted grades for the selection process are still based on Regulation of Minister of State Apparatus Empowerment and Bureaucratic Reform Number 23 of 2019 on the Criteria for Determining Vacancies of Civil Servant and Implementation of the 2019 Recruitment Process of Civil Servant Candidates which are 40 percent for the Basic Competency Test and 60 percent for Professional Competency Test,” he explained.

The statement also denies rumors saying that only Basic Competency Test score will be used as passing score for the selection process.

The BKN is now studying the possibility of carrying out the Professional Competency Test amidst COVID-19 pandemic and elaborating the method that still conforms to health and safety protocols. (Humas BKN/EN)
