Religious Affairs Ministry Announces Procedures for Hajj Fees Refund

The Government has announced that it has canceled hajj pilgrimage for Indonesian pilgrims for a second year in a row due to concerns over the COVID-19 pandemic.

The policy is stipulated in Decree of Minister of Religious Affairs Number 660 of 2021 on Cancellation of Hajj Pilgrims Departure for 1442 Hijri/2021 Hajj Pilgrimage. The Decree also stipulated that prospective pilgrims who have their hajj canceled may apply for refund of hajj payment.

“Prospective hajj pilgrims may apply for a refund of the Hajj payment,” Secretary of the Directorate General of Hajj and Umrah Ramadan Harisman said, as quoted by the Ministry’s website, Sunday (06/06/2021).

Ramadan added that the refund does not eliminate the status of a prospective Hajj pilgrim.

Decree of Minister of Religious Affairs Number 660 of 2021 stipulates that the procedures for the refund are as follows:

  1. The hajj pilgrim submits a written application for the refund to Head of the local office of Ministry of Religious Affairs and submits the following documents:
  2. a) the original proof of hajj payment issued by the Bank receiving Hajj payment;
  3. b) a copy of a savings account book in the name of the Hajj pilgrim (the original savings account book must be shown);
  4. c) a copy of ID card (the original ID card must be shown); and
  5. d) a contact number.
  6. The application will be verified and validated by Head of Subdivision in charge of organizing Hajj and Umrah at the local office of Ministry of Religious affairs. If the document is declared complete and valid, the Head of Subdivision will input the cancellation data for the payment on the Integrated Hajj Information and Computerized System (Siskohat).
  7. Head of local office of Ministry of Religious affairs electronically submits the refund application to Director of Domestic Hajj Services with a copy to the Head of the provincial office of Ministry of Religious affairs.
  8. Director of Domestic Hajj Services receives the refund application and confirms the cancellation of the Hajj Pilgrim settlement deposit on the Siskohat application.
  9. Director of Domestic Hajj Services, on behalf of the Director General of Hajj and Umrah, submits a written refund application to the Hajj Fund Management Agency (BPKH) c.q. the BPKH Implementing Body.
  10. After receiving the Payment Order (SPM) from the BPKH, the Bank immediately transfers the refund to the pilgrim account and confirms the transfer on the Siskohat application.
  11. The prospective pilgrim receives a refund through the account number submitted in the first stage of the process.

“The process will take approximately nine days,” Ramadan said.

The Decree also stipulates that the procedures for the refund for Special Hajj are as follows:

  1. The Hajj pilgrim submits a written application for the refund to Special Hajj Organizer (PIHK) where the Hajj Pilgrims registered and submits the following documents:
  2. a) the original proof of Special Hajj payment issued by the bank receiving Special Hajj payment;
  3. b) account number in the name of the hajj pilgrim;
  4. c) a contact number.
  5. Director of the Special Hajj Service Provider must verify and validate all documents for the refund.
  6. Director of the Special Hajj Service Provider electronically submits the refund application to Director of Special Hajj and Umrah with a copy to Head of the provincial office of Ministry of Religious Affairs once the documents are declared complete and valid.
  7. Director of Special Hajj and Umrah receives a letter of application for the refund and confirms the cancellation of the Special Hajj settlement deposit on the Siskohat application.
  8. Director of Special Hajj and Umrah, on behalf of Director General of Hajj and Umrah, submits a written application for refund to the BPKH c.q. BPKH Implementing Body.
  9. After receiving the Payment Order (SPM) from the BPKH, the Bank immediately transfers the refund to the pilgrim account and confirms the transfer on the Siskohat application
